We advance a gender equality and social inclusion (GESI) framework for incorporating climate information services (CIS), which is now becoming central due to the ongoing climate change and climate variability. We understand gender as a social construct of who women and men are supposed to be. Gender inequalities seem to be enduring such that, despite innovations in agricultural and climate information technologies, unequal gender power dynamics will still emerge. As far back as the 1960s, the gendered inequalities in accessing technologies could be identified. Such a historical analysis clearly shows that the different technological solutions are clearly embedded within the society in which they evolve in. The paper uses a literature review methodological approach whilst informing the implementation of an ongoing Accelerating Impacts of CGIAR Climate Research for Africa (AICCRA) Project. The findings reveal that unless women are intentionally included in designing and developing agricultural technologies, specifically climate information systems, there is a danger that women will be excluded from the benefits. Conway’s law clearly stipulates that technological innovations are not neutral as they are a projection of the values of their creators. It is, therefore, central to grasp the values of creators of different technological solutions and innovations. The key findings are built around the espoused conceptual framework, which has five indicators, namely: (1) gender targeting by intentional design, (2) collection of sex-disaggregated data, (3) conduct an analysis of the sex-disaggregated data, (4) dissemination of the technological options and (5) conduct continuous monitoring of gender and ongoing empowerment evaluation. The five indicator domains are further complemented by their respective assumptions. Our GESI recommendations are on the five selected indicator domains. These domains must be used within the three focal development areas: agricultural data hub, climate information services training, and flood and drought indicators, which are all being implemented in Zambia. Other AICCRA Project countries are Ethiopia, Ghana, Kenya, Mali, and Senegal. This paper engages why CIS has not gained significant traction in Africa, as it has not genuinely incorporated the differential gender technological nuances.

Governments in countries in Sub-Saharan Africa (SSA) are keen to expand irrigation to improve food security and are placing particular emphasis on adoption and use of smallholder private groundwater irrigation. Yet private irrigation is a multi-stage technology, the adoption of which is affected by fiscal support and extension services offered on different investment stages but also by uncertainties around actions that need to be undertaken in these stages. Groundwater-based irrigation in Ethiopia presents a case where policy has focused on fiscally easing the purchase of pumps while considerable ambiguity (unquantifiable uncertainty) exists around the outcomes of drilling boreholes (reaching water). In this paper, we examine farmers’ willingness to adopt smallholder private irrigation packages in response to lower pump prices following tax breaks, loan availability, and reduction in ambiguities related to borehole drilling, using a discrete choice experiment (DCE) in two districts of Ethiopia. The results indicate that the provision of loans and reduction in ambiguities related to well drilling have the greatest effect on the probability of farmers adopting irrigation packages. Lowering pump prices has the smallest effect. Pump-type has a small effect, with energized pumps preferred over manual ones. In exploring heterogeneity in preferences, we find that farmers without irrigated plots and those with greater market access have a greater preference for the provision of loans, while those with greater market access also have greater preferences for reductions in well drilling ambiguities. The results of this choice experiment suggest that reducing ambiguities around well drilling (initial investments) is an essential and cost-effective step toward expanding groundwater-based irrigation in Ethiopia.

Climate change is causing serious challenges for smallholder farm households, especially in sub-Saharan Africa. The overarching objectives of this study are as follows: (i) to estimate household resilience and vulnerability indices, (ii) identify factors that explain these indices and (iii) to examine the impact of climate-smart agriculture (CSA) on households’ resilience and vulnerability, and (iv) to identify which CSA package performs better in enhancing resilience and reducing vulnerability. For this study, 278 farm households from 4 districts and 8 kebeles from the Central Rift Valley (CRV) of Ethiopia were randomly selected using a three-stage proportional to size sampling procedure. Cross-sectional data applying a structured and pretested survey questionnaire was collected for 2020/21 production season. Household resilience and vulnerability indices were estimated using resilience index and measurement analysis and indicators approaches, respectively. Multinomial endogenous switching regression was used to estimate the average treatment effects (ATEs) of the adoption of CSA practices on households’ resilience and vulnerability. The results show that livestock holding, land size, level of education, and state of food consumption are major explaining factors of resilience, whereas educational level of households, livestock holding, and access to credit are found to be major factors explaining vulnerability. The estimated ATEs indicate that households which adopted more diversified combinations of CSA packages were more resilient and less vulnerable than non-adopter households. The impacts of soil fertility management and conservation agriculture practices have better performance in improving resilience, whereas conservation agriculture and small-scale irrigation performed better in reducing the vulnerability of rural households in CRV. Boosting resilience and reducing vulnerability, hence, requires scaling up CSA among smallholder farmers by diversifying and raising farm households’ income, educational status, and livestock holding.

The Malabo Declaration on accelerated agricultural growth and transformation for shared prosperity and improved livelihoods is a set of goals that were adopted by Heads of State and Government of the African Union in 2014 in Malabo, Equatorial Guinea (AUC 2014). To translate the seven Malabo commitments into results, a call for action was made by the Heads of State and Governments, by calling upon the AU Commission and the NEPAD Planning and Coordinating Agency, in collaboration with partners, to initiate a review process to be conducted on a biennial basis starting 2017, with an objective of tracking, measuring, and reporting progress towards achieving the Malabo Declaration commitments by 2025. Three Biennial Reviews (BR) have been conducted—the inaugural BR in 2017, the second BR in 2019, and the third and most recent BR in 2021. This brief draws on the third BR report to summarize the performance of Zambia in the third BR, in comparison with its performance in the previous BR cycles. The brief takes a look at challenges and lessons from the third BR, reviews policy, programmatic, and investment changes in Zambia resulting from the three BRs and concludes by highlighting the measures Zambia needs to take if it is to meet all seven Malabo commitments by 2025. While the country showed signs of improvement in four of the seven commitment areas between the second and third BR cycles, it is not on track to achieve them by 2025. A key recommendation from the analysis is for the government to increase resources to support known key drivers of agricultural growth—these include agricultural research and development, agricultural extension services, agricultural market information, irrigation for smallholder farmers, and feeder roads. All have great potential to stimulate agricultural growth.

To translate the seven Malabo commitments into results, a call for action was made by the Heads of State and Governments, by calling upon the AU Commission and the NEPAD Planning and Coordinating Agency, in collaboration with partners, to initiate a review process to be conducted on a biennial basis starting 2017, with an objective of tracking, measuring, and reporting progress towards achieving the Malabo Declaration commitments by 2025. Three Biennial Reviews (BR) have been conducted—the inaugural BR in 2017, the second BR in 2019, and the third and most recent BR in 2021. This brief draws on the third BR report to summarize the performance of South Africa in pursuit of the seven Malabo Declaration commitments and assesses the challenges faced and the lessons learned by the country. South Africa is considered not on track to achieve the Malabo commitments by 2025. Moreover, the overall performance score for South Africa has been relatively stagnant, if not declining, across the successive BRs, with the lowest performance registered in the second BR. A key recommendation from the analysis is for South Africa to improve on the overall CAADP process and the CAADP-based policy and institutional support system. The country fell short on most indicators relating to this commitment, including the CAADP process completion index; the existence and the quality of a multi-sector and multi-stakeholder coordination body; and having in place evidence-based policies, supportive institutions, and corresponding human resources required.

To translate the seven Malabo commitments into results, a call for action was made by the Heads of State and Governments, by calling upon the AU Commission and the NEPAD Planning and Coordinating Agency, in collaboration with partners, to initiate a review process to be conducted on a biennial basis starting 2017, with an objective of tracking, measuring, and reporting progress towards achieving the Malabo Declaration commitments by 2025. Three Biennial Reviews (BR) have been conducted—the inaugural BR in 2017, the second BR in 2019, and the third and most recent BR in 2021. This brief draws on the report for the third BR to summarize the performance of Madagascar in pursuit of the seven Malabo commitments and assesses the challenges faced and the lessons learned by the country across the three BRs. At the time of the third BR in 2021, Madagascar was not on-track to achieve any Malabo commitment by 2025. This represented a setback from the first and second BRs, which found Madagascar to be on track for achieving three and two commitments, respectively. A key recommendation from the analysis is for the government to increase the proportion of rural women that are economically empowered and successful in agriculture. The country should promote initiatives that facilitate participation by women in gainful and attractive agribusiness opportunities.

To translate the seven Malabo commitments into results, a call for action was made by the Heads of State and Governments, by calling upon the AU Commission and the NEPAD Planning and Coordinating Agency, in collaboration with partners, to initiate a review process to be conducted on a biennial basis starting 2017, with an objective of tracking, measuring, and reporting progress towards achieving the Malabo Declaration commitments by 2025. Three Biennial Reviews (BR) have been conducted—the inaugural BR in 2017, the second BR in 2019, and the third and most recent BR in 2021. This brief draws on the third BR report to summarize the performance of Lesotho in pursuit of the seven Malabo Declaration commitments. It assesses the challenges faced and the lessons learned by the country. For the third BR, the benchmark score, the minimum score for a country to be considered on track to achieve the Malabo Declaration commitments by 2025, was 7.28 (AUC 2021). Lesotho achieved an overall performance score of 3.98 in the third BR. This score, which is far below the benchmark, indicates that the country is not on track to meet the Malabo commitments by 2025. A key recommendation from the analysis is for the government to improve on the BR Process by putting in place inclusive institutionalized mechanisms for mutual accountability and peer review in the agricultural sector. The country should also improve its capacity for evidence-based planning, implementation, and monitoring and evaluation. To do so, Lesotho must increase funding to support increased data generation, management, analysis, and utilization in the agriculture sector.

This brief draws on the third BR report to summarize the performance of Eswatini in pursuit of the seven Malabo Declaration commitments. It also reviews policy, programmatic, and investment changes in Eswatini induced by the 2017, 2019, and 2021 BR cycles, highlighting policy actions and programmatic measures Eswatini must take to meet its Malabo Declaration commitments by 2025. The third BR report shows that Eswatini is not on-track to achieve the Malabo commitments by 2025. This is a setback for the country because, in the first BR, the country’s overall score was above the minimum benchmark, indicating that the country then was on-track to achieve the Malabo targets. A key recommendation from the analysis is for the government to accelerate the development of the second-generation instrument-based NAIP and the monitoring and evaluation system for the investment plan. The country needs to improve its performance on the overall CAADP process and implement CAADP-based policy and institutional support plans, as deficiencies in this support led to lower scores on this Malabo commitment.

Overall, the third BR report shows that Comoros is not on track to achieve the Malabo commitments by 2025. The country still has quite a long way to go regarding putting in place policies to attract its youth into agricultural value chains and increasing spending for agriculture research and development as a share of GDP. Comoros needs to implement many of the recommendations emanating from the third BR to ensure progress across all seven Malabo commitments so they can be met by 2025. Another key recommendation from the analysis is for the country to increase total agricultural research spending as a share of agricultural GDP. Efforts to increase the adoption of improved technologies, both in the livestock and crops sectors, are needed for increased agricultural productivity and greater food availability to contribute to improved food security.

This brief draws on the third BR report to summarize the performance of Angola toward meeting the Malabo Declaration commitments across the three BR cycles, highlights challenges and lessons from the third BR, and outlines policy and programmatic measures required for Angola to meet the Malabo Declaration commitment targets by 2025. The third BR indicates that Angola is not on track to achieve any of the Malabo Declaration commitments by 2025. Despite the improvements in performance between the first and second BRs, the overall scores for Angola for all three BR rounds were below the benchmark scores. A key recommendation from the analysis is for Angola to enhance public financial management to improve the quality of public agricultural expenditure and to promote planning of public investments in the agricultural sector, including donor-funded projects. This should be done in close partnership with key stakeholders in the agricultural sector, resulting in an increased allocation of public resources to the sector.

In Cote d’Ivoire, the failure of urban sewage systems is a crucial problem for the drainage of wastewater and rainwater. This failure is due to many factors and therefore, calls for diagnostic studies. The present study aimed at analyzing these networks in order to identify the dierent factors that contribute to the operational and structural degradation in selected sewerage and drainage networks in Abidjan, Cote d’Ivoire. The method used in the study involved semi-structured interviews, video camera inspection and socio-environmental field surveys (geographical survey and household survey), followed by descriptive statistics. The results revealed that many structural, environmental and behavioral practice contribute to the progressive degradation of urban sewage systems. These factors are essentially those that prevent the normal flow of wastewater in the pipes such as the illegal dumping of solid waste, the unauthorized connection of wastewater networks, unsustainable urban agricultural practices, as well as the high concentration of vegetation on both sides of the network and the dilapidated infrastructure of the wastewater and rainwater networks. It was found that these factors are at the origin of the clogging and degradation of the sewers since 85% of the residents used these sewers as a dumping ground for solid waste.

The failure of sewage and drainage systems in SubSaharan African cities is frequent and can be considered as a critical issue, both from an environmental standpoint and in terms of associated maintenance costs. This study analyzes the state of the sanitation systems, the elements behind the failures, the environmental concepts used to classify the problems, and the tools and methodological alternatives for ranking the various management solutions. This research illustrates the causes that contribute to the dysfunctions in the sewage systems of Abidjan as a typical example of sewerage systems management challenges in SubSaharan Africa’s large cities. Poor solid waste and wastewater management practices by residents, e.g., illegal dumping of solid waste into the sewers, unauthorized and defective connections to the network, structural dysfunctions related to the age of the network (cracked, denuded, or broken), urban agriculture in the vicinity of the channels, natural phenomena such as erosion, landslides in the undeveloped parts, and the high concentration of vegetation in the network, wholly contribute to the degradation of the network. A variety of decision support systems for the management of the assets of the urban sewage network were presented. The instruments have been categorized based on their capacity and functionality. The operating concept of each of these tools has been outlined, as well as their respective data needs. In addition, the study analyzes challenges related to the usage of existing decision support systems and provides an outlook on future research requirements in this area. This study offers a detailed analysis of the issues of sanitation management and could serve as a reference for other emerging nations in SubSaharan Africa.

Gaining insight into the food sourcing practices of cities is important to understand their resilience to climate change, economic crisis, as well as pandemics affecting food supply and security. To fill existing knowledge gaps in this area food flow data were collected in four West African cities - Bamako (Mali), Bamenda (Cameroon), Ouagadougou (Burkina Faso), and Tamale (Ghana). The data cover, depending on the city, road, rail, boat, and air traffic. Surveys were conducted for one week on average during the peak harvest, lean, and rainy seasons, resulting in a dataset of over 100,000 entries for 46 unprocessed food commodities. The data collected includes information on the key types of transportation used, quantity, source, and destination of the food flows. The data were used to delineate urban foodsheds and to identify city-specific factors constraining rural-urban linkages. The data can also be employed to inform academic and policy discussions on urban food system sustainability, to validate other datasets, and to plan humanitarian aid and food security interventions.

Micronutrient deficiency remains an enormous problem in refugee settings. Transforming refugees’ food systems through the scaling up of kitchen gardening and fortifying relief food crops with minor food components including nutrient-dense spices can help improve the quality of staple foods. Globally, spices are indispensable in the daily diet and play an important role in the socio-cultural setting of different communities. Forty turmeric and curry powder samples were collected from different market establishments and geographic locations in East Africa. The samples were analyzed for selected elements using Portable X-Ray Fluorescence (PXRF). The contents of potassium (K), calcium (Ca), zinc (Zn) and strontium (Sr) in turmeric powder were statistically different among geographic origins (Ethiopia, Kenya and Uganda). We also aimed to determine if a small portion of spices (turmeric (5 g) and curry (4 g)) would contribute to an adequate intake (AI) or recommended dietary allowance (RDA) for selected minerals, for refugee men and women aged between 19 and 50 years as defined by the Food and Nutrition Board of the Institute of Medicine (IOM). For the reference groups, the contributions of turmeric and curry powder to AI/RDA for K, Ca and Zn varied between 0.48 to 4.13%. On the other hand, turmeric was identified to contribute gt; 20% AI/RDA for refugee men and women aged between 19 and 50 years for two micro minerals: manganese (Mn) and iron (Fe). Considering turmeric and curry powder of East African origins are good sources of minerals and present acceptable toxic metal(loid)s loads coupled with low cost, these spices particularly turmeric should be more widely popularized and recommended for food-to-spice fortification among the refugee population located in East Africa.

Multilateral development banks (MDBs) play a pivotal role in financing water and sanitation infrastructure projects and thus have a major impact on the development of basic services. Although information about the MDBs’ investments is publicly available, it is dispersed and not easily comparable. A comprehensive compilation of MDBs’ water and sanitation investments has long been lacking. To address this gap, we assess water and sanitation financing by the three MDBs most relevant to Africa and Asia between 1960 and 2020: the World Bank, the African Development Bank, and the Asian Development Bank. We compile a new dataset by drawing on 3,639 water and sanitation projects and assess territorial trends, technology choices, distribution of financial burdens, and reforms to institutional arrangements. We find that MDBs’ investments align with changing patterns of urbanization and increasingly finance sanitation infrastructures including non-sewered technologies. However, our results also suggest that institutional reforms have addressed utility efficiency through investment in equipment and skills rather than through increased commercialization and private sector participation. The leverage effect of MDB investment on private financing is negligible, whereas co-financing from local governments dominates.

The Middle East and North Africa (MENA) region is suffering from severe water scarcity. Decision-makers in MENA are tackling this challenge by tapping the potential of reusing treated wastewater in agriculture so that large volumes of freshwater sources can be released for priority domestic needs. This aligns with the global efforts to make wastewater reuse mainstream in developing countries by overcoming the technological, infrastructural, health, and socio-cultural barriers that are limiting the expansion of wastewater reuse in agriculture. In this regard, this paper analyses the management modalities of wastewater reuse practices in agriculture in MENA by studying two case studies from Egypt and Jordan. The result of this analysis is a proposed decision-tree tool to help decision-makers in making optimal wastewater reuse decisions based on contextual factors including agricultural field demands, location, freshwater resources, sanitation coverage, and infrastructure, as well as regulations, policies, and restrictions for wastewater reuse. The decision-tree framework was operationalized and validated using the two case studies. The decision tree proved to be an effective framework in assisting decision-makers in making the optimum choice for wastewater reuse in agriculture. It aided the decision maker in evaluating potential reuse options and selecting between several courses of action.

Nitrate is globally the most widespread and widely studied groundwater contaminant. However, few studies have been conducted in sub-Saharan Africa, where the leaching potential is enhanced during the rainy monsoon phase. The few monitoring studies found concentrations over drinking water standards of 10 mg N-NO3 - L -1 in the groundwater, the primary water supply in rural communities. Studies on nitrate movement are limited to the volcanic Ethiopian highlands. Therefore, this study aimed to evaluate the transport and fate of nitrate in groundwater and identify processes that control the concentrations. Water table height, nitrate, chloride, ammonium, reduced iron, and three other groundwater constituents were determined monthly in the groundwater in over 30 wells in two contrasting volcanic watersheds over two years in the Ethiopian highlands. The first watershed was Dangishta, with lava intrusion dikes that blocked the subsurface flow in the valley bottom. The water table remained within 3 m of the surface. The second watershed without volcanic barriers was Robit Bata. The water table dropped rapidly within three months of the end of the rain phase and disappeared except near faults. The average nitrate concentration in both watersheds was between 4 and 5 mg N-NO3 - L -1 . Hydrogeology influenced the transport and fate of nitrogen. In Dangishta, water was blocked by volcanic lava intrusion dikes, and residence time in the aquifer was larger than in Robit Bata. Consequently, nitrate remained high (in several wells, 10 mg N-NO3 - L -1 ) and decreased slowly due to denitrification. In Robit Bata, the water residence time was lower, and peak concentrations were only observed in the month after fertilizer application; otherwise, it was near an average of 4 mg N-NO3 - L -1 . Nitrate concentrations were predicted using a multiple linear regression model. Hydrology explained the nitrate concentrations in Robit Bata. In Dangishta, biogeochemistry was also significant.

Despite widespread recognition of the importance of data exchange in transboundary waters’ management, there is growing evidence that data exchange is falling short in practice. A possible explanation may be that data exchange occurs where and when it is needed. Needs for data exchange in shared waters, nonetheless, have not been systematically assessed. This paper evaluates data exchange needs in a set of transboundary basins and compares such needs with evidenced levels of data exchange. Our findings indicate that it may be possible to accelerate data exchange by identifying and promoting the exchange of data that respond to palpable need and serve practical use.

Jordan’s water scarcity prompted a national plan whereby treated wastewater is utilized to amend agricultural irrigation water so as to reallocate freshwater to urban/domestic uses. The policy, however, has engendered farmers’ resistance in the Northern Jordan Valley (NJV), causing a stalemate in putting new infrastructure into operation. This research investigated the socio-economic causes of farmer resistance and contestation, and examined the government’s institutional approach to overcome the challenges. We found that the perceived risks of wastewater reuse such as salinization and restrictions from international markets figure prominently in the farmers resistance. As yet, farmers have managed to avoid the shift to treated wastewater use by using the political agency of elite farmers who control the Water Users Associations. These same farmers have adopted informal water access practices to overcome freshwater shortages. At the same time, small producers who don’t have possibilities to access extra water and with less political clout seem more willing to irrigate with treated wastewater. We conclude that understanding the heterogeneous context in which the envisioned wastewater users operate is key to predicting and solving conflicts that arise in treated wastewater reuse projects.

Water scarcity has become one of the greatest challenges facing humankind today. Its scarcity is compounded by climate change and increasing demand from a growing population. In South Africa, over 60% of the available freshwater resources are used in agriculture, mainly in irrigated agriculture. There is an urgent need to promote sustainable irrigation technologies that optimize food production without increasing water applied and with positive environmental spinoffs. Sustainable irrigation technologies and practices could enhance water use efficiency (WUE) and productivity in agriculture and reduce environmental burdens, including energy use. This chapter highlights some of the innovative irrigation practices and technologies that enhance food production and, at the same time, reduce water use in agriculture. The chapter broadly discusses WUE and water productivity (WP) in irrigated agriculture from engineering and agronomic perspectives. The chapter further highlights some of the environmental impacts of irrigation expansion and the possible solutions. We further provide the importance of accurate spatial information on irrigated areas to inform policy on irrigation expansion. The Water Research Commission (WRC) of South Africa has been spearheading research on the sustainable use of water for the past 50 years as part of its research agenda.

Rangelands in arid and semi-arid regions serve as grazing land for domesticated animals and therefore offer livelihood opportunities for most pastoral communities. Thus, the exposure of most rangelands in arid and semi-arid regions to threats that are associated with natural, social, economic, and political processes affects their capacity to provide socioeconomic and environmental support to the immediate and global communities. In spite of the effects of rangeland transformations on both the natural and human environment, the assessment of threats affecting rangeland productivity has often been approached from a conventional scientific perspective. Most existing literature is focused on the assessment of threats to the biophysical environment. As such the social dimension of rangeland threats is not well understood. This research employed participatory rural appraisal (PRA) and PGIS techniques to assess rangeland threats and management actions from a local perspective. The result revealed that local actors prioritize threats to their social and economic needs over threats to the biophysical environment and their preference is informed by the frequency and magnitude of the threats. The outcome of the research demonstrates the need to promote rangeland governance through interdisciplinary and inclusive participation in research and development.

Maize (Zea Mays) is one of the most valuable food crops in sub-Saharan Africa and is a critical component of local, national and regional economies. Whereas over 50% of maize production in the region is produced by smallholder farmers, spatially explicit information on smallholder farm maize production, which is necessary for optimizing productivity, remains scarce due to a lack of appropriate technologies. Maize leaf area index (LAI) is closely related to and influences its canopy physiological processes, which closely relate to its productivity. Hence, understanding maize LAI is critical in assessing maize crop productivity. Unmanned Aerial Vehicle (UAV) imagery in concert with vegetation indices (VIs) obtained at high spatial resolution provides appropriate technologies for determining maize LAI at a farm scale. Five DJI Matrice 300 UAV images were acquired during the maize growing season, and 57 vegetation indices (VIs) were generated from the derived images. Maize LAI samples were collected across the growing season, a Random Forest (RF) regression ensemble based on UAV spectral data and the collected maize LAI samples was used to estimate maize LAI. The results showed that the optimal stage for estimating maize LAI using UAV-derived VIs in concert with the RF ensemble was during the vegetative stage (V8–V10) with an RMSE of 0.15 and an R2 of 0.91 (RRMSE = 8%). The findings also showed that UAV-derived traditional, red edge-based and new VIs could reliably predict maize LAI across the growing season with an R2 of 0.89–0.93, an RMSE of 0.15–0.65 m2/m2 and an RRMSE of 8.13–19.61%. The blue, red edge and NIR sections of the electromagnetic spectrum were critical in predicting maize LAI. Furthermore, combining traditional, red edge-based and new VIs was useful in attaining high LAI estimation accuracies. These results are a step towards achieving robust, efficient and spatially explicit monitoring frameworks for sub-Saharan African smallholder farm productivity.

One of the most significant issues faced by many low- and middle-income nations, including South Africa, is ensuring access to healthy, affordable, and sustainable food. South Africa is renowned worldwide for its rich biodiversity and a vast body of traditional knowledge among those who consume forest foods. However, despite ecological diversity, frequent barriers remain to getting diversified household diets. This study sought to investigate the contribution of trees and green spaces to household food security in eThekwini. A total of 280 households met the inclusion criteria and consented to participate in this study by responding to questionnaires. The collected data were analysed using descriptive statistics, the computation of the Household Food Insecurity Access Scale (HFIAS), and the Instrumental Variable Poisson model. The study’s results revealed that only 29% of the respondents were food secure, 36% were mildly food insecure, 27% were moderately food insecure, and 8% were severely food insecure. The Instrumental Variable Poisson model results revealed that cultivated green spaces, wealth index, gender, education level of the head of households, and grants had a negative correlation with household food insecurity. On the other hand, non-cultivated green spaces, local trees, age, marital status, number of dependents, and monthly income positively correlated with food insecurity. Given the existence of trees and green spaces in eThekwini, there is potential for food security solutions to be formed around both cultivated and uncultivated green spaces to promote sustainable access to food and nutritious diets in low-income households. Policy interventions should adopt an approach that encourages the incorporation of foods from both cultivated and uncultivated trees and green spaces in people’s diets.

This study developed the SEWAGE-TRACK model for disaggregating lumped national wastewater generation estimates using population datasets and quantifying rural and urban wastewater generation and fate. The model allocates wastewater into riparian, coastal, and inland components and summarizes the fate of wastewater into productive (direct and indirect reuse) and unproductive components for 19 countries in the Middle East and North Africa (MENA) region. As per the national estimates, 18.4 km3 of municipal wastewater generated in 2015, was disaggregated over the MENA region. Results from this study revealed urban and rural areas to contribute to 79 % and 21 % of municipal wastewater generation respectively. Within the rural context, inland areas generated 61 % of the total wastewater. The riparian and coastal regions produced 27 % and 12 %, respectively. Within the urban settings, riparian areas produced 48 %, while inland and coastal regions generated 34 % and 18 % of the total wastewater, respectively. Results indicate that 46 % of the wastewater is productively used (direct reuse and indirect use), while 54 % is lost unproductively. Of the total wastewater generated, the most direct use was observed in the coastal areas (7 %), the most indirect reuse in the riparian regions (31 %), and the most unproductive losses in inland areas (27 %). The potential of unproductive wastewater as a non-conventional freshwater source was also analyzed. Our results indicate that wastewater is an excellent alternative water source and has high potential to reduce pressure on non-renewable sources for some countries in the MENA region. The motivation of this study is to disaggregate wastewater generation and track wastewater fate using a simple but robust approach that is portable, scalable and repeatable. Similar analysis can be done for other regions to produce information on disaggregated wastewater and its fate. Such information is highly critical for efficient wastewater resource management.

To avoid wetland degradation and promote sustainable wetlands use, decision-makers and managing institutions need quantified and spatially explicit information on wetland ecosystem condition for policy development and wetland management. Remote sensing holds a significant potential for wetland mapping, inventorying, and monitoring. The Wetland Use Intensity (WUI) indicator, which is not specific to a particular crop and which requires little ancillary data, is based on the Mean Absolute Spectral Dynamics (MASD), which is a cumulative measure of reflectance change across a time series of optical satellite images. It is sensitive to the compound effects of land cover changes caused by different agricultural practices, flooding or burning. The more frequent and intrusive management practices are on the land cover, the stronger the WUI signal. WUI thus serves as a surrogate indicator to measure pressure on wetland ecosystems. We developed a new and automated approach for WUI calculation that is implemented in the Google Earth Engine (GEE) cloud computing environment. Its automatic calculation, use of regular Sentinel-2 derived time series, and automatic cloud and cloud shadow masking renders WUI applicable for wetland management and produces high quality results with minimal user requirements, even under cloudy conditions. For the first time, we quantitatively tested the capacity of WUI to contribute to wetland health assessment in Rwanda on the national and local scale. On the national scale, we analyzed the discriminative power of WUI between different wetland management categories. On the local scale, we evaluated the possible contribution of WUI to a wetland ecosystem health scoring system. The results suggest that the adapted WUI indicator is informative, does not overlap with existing indicators, and is applicable for wetland management. The possibility to measure use intensity reliably and consistently over time with satellite data is useful to stakeholders in wetland management and wetland health monitoring, and can complement established field-based wetland health assessment frameworks.

Introduction: In rainfed agricultural systems, sustainable and efficient water management practices are key to improved agricultural productivity and natural resource management. The agricultural system in sub-Saharan Africa (SSA) relies heavily on the availability of rainfall. With the erratic and unreliable rainfall pattern associated with poor and fragile soils, agricultural productivity has remained very low over the years. Much of the SSA agricultural land has been degraded with low fertility as a result of ongoing cultivation and wind and water erosion. This has resulted in an increased food shortage due to the ever-increasing population and land degradation. Better agricultural and nutritional security are further hampered by the lack of reliable access to the available water resources in the subsurface hydrological system. Methods: This study used socio-economic data from 112 farm households and Boolean and Fuzzy methods to understand farmersapos; perceptions and identify suitable areas to implement Solar Based Irrigation Systems (SBISs) in the agro-ecologies of Bougouni and Koutiala districts of southern Mali. Results and discussion: Results revealed that the usage of SBISs has been recent (4.5 years), majorly (77%) constructed by donor-funded projects mainly for domestic water use and livestock (88%). With regards to irrigation, vegetable production was the dominant water use (60%) enabling rural farm households to gain over 40% of extra household income during the dry season. Results further showed that 4,274 km2 (22%) of the total land area for the Bougouni district, and 1,722 km2 (18%) of the Koutiala district are suitable for solar-based irrigation. The affordability of solar panels in many places makes SBISs to be an emerging climate-smart technology for most rural Malian populations.

Small water infrastructure in Nigeria needs to be utilized more efficiently. There are over 900 small reservoirs across the country. Many of these have yet to be put to productive use within the Ogun watershed in the Ogun Osun River Basin. This study investigates the challenges and opportunities for improving the use of small reservoirs for farmer-led irrigation in a sustainable way. The 20 small reservoirs investigated showed varying degrees of degradation of the hydraulic structures, poor embankment maintenance evidenced by the observed erosion, overgrown shrubs, spillway cracks and failures, and siltation of the reservoir. Poor water management and irrigation practices due to weak technical capacity are also observed. There needs to be a precise governance arrangement or policy supporting water use in such a situation. The economic interests and considerations of the farmers determine the irrigation activities around the reservoirs. Regulations and management of the reservoirs were based on what was considered appropriate by the farmers. With the increasing interest in the use of small reservoirs as water sources for farmer-led irrigation in Nigeria, increased capacity building and training, access to agricultural inputs, finance, and the transformation of commodity associations to water users’ associations would contribute to improving the productivity of small reservoirs.

Societal Impact Statement: Understanding the perceptions of benefits and threats from trees is important for the livelihoods of communities. The study used focus group discussions, key informant interviews, and a questionnaire survey of 226 households in the province of KwaZulu-Natal, South Africa. The findings showed that household socio-economic factors such as gender and land tenure influenced perceptions of tree growing, and households that were involved in a tree restoration project viewed trees as contributing toward their livelihoods by reducing hunger. Hence there is a need to design strategies that promote socio-economic inclusivity of all households and genders and promote programs that increase awareness of ecosystem services within communities. Summary: Understanding the socio-economic factors that shape the way households value and utilize natural resources is critical in developing nature-based solutions. The study was aimed at understanding how the socio-economic circumstances of households determined their perceptions of the role of trees in livelihood delivery. A case study of Buffelsdraai and Osindisweni communities was used; these sites are adjacent to a municipal landfill where a tree restoration project intended to mitigate the effects of climate change is being implemented, and some of the households are involved in this project. The study used focus group discussions, key informant interviews, and a questionnaire survey of 226 households. It explored gender perspectives on the perceived benefits and threats of tree restoration. It analyzed the influence of householdsapos; economic characteristics and spatial configuration (the subdivisions of the landscape) to assess the impact of land tenure. The findings showed that gender influenced the perceptions that economic benefits can be derived from participating in the project. Households involved in the tree restoration project viewed trees as contributing to their livelihoods by reducing hunger. Households in peri-urban settlements, permanently resident in the area, showed greater reliance on natural resources than those in informal settlements and rural areas. Such differences can be attributed to differences in land tenure. Hence, there is a need to design strategies and operations that promote socio-economic inclusivity of all households and genders and reduce inequality. These findings are important for informing scaling to yield better climate change considerations and policies.

Climate change is affecting the agriculture, water, and energy sectors in East Africa and the impact is projected to increase in the future. To allow adaptation and mitigation of the impacts, we assessed the changes in climate and their impacts on hydrology and hydrological extremes in East Africa. We used outputs from seven CMIP-6 Global Climate Models (GCMs) and 1981–2010 is used as a reference period. The output from GCMs are statistically downscaled using the Bias Correction-Constructed Analogs with Quantile mapping reordering method to drive a high-resolution hydrological model. The Variable Infiltration Capacity and vector-based routing models are used to simulate runoff and streamflow across 68,300 river reaches in East Africa. The results show an increase in annual precipitation (up to 35%) in Ethiopia, Uganda, and Kenya and a decrease (up to 4.5%) in Southern Tanzania in the 2050s (2041–2070) and 2080s (2071–2100). During the long rainy season (March–May), precipitation is projected to be higher (up to 43%) than the reference period in Southern Ethiopia, Kenya, and Uganda but lower (up to -20%) in Tanzania. Large parts of Kenya, Uganda, Tanzania, and Southern Ethiopia show an increase in precipitation (up to 38%) during the short rainy season (October–December). Temperature and evapotranspiration will continue to increase in the future. Further, annual and seasonal streamflow and hydrological extremes (droughts and floods) are projected to increase in large parts of the region throughout the 21st century calling for site-specific adaptation.

Customary water tenure in low-and middle-income rural areas has received limited academic, policy, and legal attention as yet. This paper seeks to conceptualize and analyse gender-differentiated living customary water tenure, focusing on sub-Saharan Africa. Extensive literature review suggests four gendered domains: first, water needs and uses; second, strategies to meet those needs by directly accessing water sources, and, with increasing wealth by investing individually or collectively in water infrastructure for self-supply, creating infrastructure-related ‘commons’ in the case of collective systems; third, at community scale, the ‘sharing in’ of communities’ naturally available water resources that flow into infrastructure; and, fourth, ‘sharing out’ of those resources with neighbouring communities but also powerful third parties of foreign and national high impact users. Rendering the gendered community more visible as the main agent to manage its water resources as the commons provides evidence for a range of policies, laws and interventions, including gender equitable and community-led water infrastructure development integrating domestic and productive spheres; strengthening customary arrangements to share water resources as a commons within a community or with neighbouring communities, and the long overdue formal protection of customary water tenure against ‘water grabs’ by powerful third parties.

Failure in Environmental flow in quantity, timing, and quality leads to failure to support ecosystems, human livelihoods, and well-being. Irrigation water use is one of the main actors in impacting the water flow of rivers in quantity and time but was not well investigated in many ungauged catchments under smallholder irrigation systems. This study examined the impact of irrigation water use on environmental flow in Arataapos;s small ungauged catchment. The study estimated the flow in sub-catchment using the area ratio method, the crop irrigation water requirement using F.A.O. cropwat 8.0, and the water balance in the Water Evaluation and Planning System tool and the environmental flow in Tennants, Q95, asnd local area thumb rule. The result showed that the minimum environmental flow of the Arata catchment is 290, 310, and 60 li/sec in the Tennant, Q95, and the local thumb rule. Irrigation consumes only 9% of the water resources of the catchment while 91% is contributed to downstream lake Ziway via Ketar river. January and February have unmet water demand and zero environmental flow. In December Tennantapos;s 10% and Q95 recommended environmental flow had 19% and 24% deficit while the thumb rule environmental flow is 291% more than the minimum requirement. The rest of the months are by far more than the minimum environmental flow requirement. Given the result, meeting the environmental flow of the system throughout the year needs the installation of a water storage facility from upstream to downstream, the introduction of different water-saving irrigation technologies, farmersapos; capacity building in irrigation water management, and a standardized environmental flow estimation mechanism.

Freshwater biodiversity, from fish to frogs and microbes to macrophytes, provides a vast array of services to people. Mounting concerns focus on the accelerating pace of biodiversity loss and declining ecological function within freshwater ecosystems that continue to threaten these natural benefits. Here, we catalog nine fundamental ecosystem services that the biotic components of indigenous freshwater biodiversity provide to people, organized into three categories: material (food; health and genetic resources; material goods), nonmaterial (culture; education and science; recreation), and regulating (catchment integrity; climate regulation; water purification and nutrient cycling). If freshwater biodiversity is protected, conserved, and restored in an integrated manner, as well as more broadly appreciated by humanity, it will continue to contribute to human well-being and our sustainable future via this wide range of services and associated nature-based solutions to our sustainable future.

Study region: The Buffalo River (BR) catchment, KwaZulu-Natal, South Africa. Study focus: Due to the vast majority of the BR catchment’s water demands not being fully satisfied in recent years, studies investigating potential climate change impacts on the catchment’s water supply availability are needed. The study’s objective was to therefore assess climate change-induced surface water availability (SWA) variations in the BR catchment from 2020 to 2100. To achieve this, the hydrologic Water Evaluation and Planning model was forced with the catchment’s physical and hydrological data, and projected climate data from an ensemble of GCMs under RCP4.5 and RCP8.5 scenarios from CMIP5. New hydrological insights for the region: The study findings projected increased precipitation, especially in the far future (2070–2100) whereby mean annual precipitation increased by 5 % to 8286 Mm3 /annum under the worst-case climate change scenario (RCP8.5). With evapotranspiration and water abstractions averaging 4500 Mm3 /annum and 115 Mm3 /annum, respectively, surface runoff and SWA increased by 8 % and 10 %, yielding averages of 3265 Mm3 /annum and 287 Mm3 /annum, respectively. Even with the increased SWA, unmet demands also increased by 113 % towards the end of the 21st century. As the study established that climate change might exacerbate the BR catchment’s water supply system’s insufficiency to meet growing demands, such findings present an opportunity for the integrated Water-Energy-Food nexus approach to be further utilised for formulating sustainable water management strategies.

Participatory Geographic Information Systems (PGIS) is an empowering tool for the enhancement of local communities’ participation in the planning and management of natural resources. The inadequate involvement of local stakeholders in rangeland planning and management has been of great concern. Discussions on the role of PGIS and collaborative management approaches in promoting local involvement in rangeland management has not been clearly understood due to the scarcity of literature. This paper assessed how local participation in rangeland management can be enhanced using a combined collaborative management framework and PGIS approach. The objective was achieved through a focus group discussion, local ecological knowledge mapping and key informant interviews. The combined PGIS and collaborative management approach enabled the empowerment of local actors through knowledge enhancement, encouraged the practice of rangeland governance and the transfer of responsibility to local actors. This study provides a conceptual contribution toward the improvement of local actors’ participation in rangeland management.

The United Nations Sustainable Development Goals (SDGs) describe a course of action to address poverty, protect the planet and ensure prosperity for all (https://sdgs.un.org/goals). More specifically, SDG 6 clarifies how water quality, quantity and access are crucial to human well-being, and yet human activities are compromising water resources through over-exploitation, pollution, as well as contributing to the spread of disease. Globally aquatic ecosystems are highly threatened and concerted efforts by governments and civil society to ‘turn the situation around’ are simply not working. Human-created problems require human-centred solutions and these require different ways of thinking and acting to those behaviour patterns that are contributing to the challenges. In this paper, we first consider causal approaches to attitude change and behaviour modification that are simply not working as intended. We then explore enabling responses such as citizen science and co-engaged action learning as more tenable alternatives. SDG 6 has a focus on clean water and sanitation for all. The SDGs further clarify how the extent to which this goal can be realized depends, to a large extent, on stakeholder engagements and education. Through stakeholder engagements and educational processes, people can contribute towards SDG 6 and the specific indicator and target in SDG 6.b – Stakeholder participation. Following a three-year research process, that investigated a wide range of participatory tools, this paper explores how the Stream Assessment Scoring System (miniSASS; www.minisass.org) can enable members of the public to engage in water quality monitoring at a local level. The paper continues to demonstrate how miniSASS can contribute to the monitoring of progress towards Sustainable Development Goal Target 6.3, by providing a mechanism for data collection indicator 6.3.2. miniSASS is proving popular in southern Africa as a methodology for engaging stakeholder participation in water quality monitoring and management. The technique costs very little to implement and can be applied by children and scientists alike. As a biomonitoring approach, it is based on families of macroinvertebrates that are present in most perennial rivers of the world. The paper concludes by describing how useful the miniSASS technique can be for addressing data gaps for SDG 6.3.2 reporting, and that it can be applied in most regions of the world.

In recent years, farmer-led irrigation development has gained the interest of development partners and governments in the Global South following its success in enhancing agricultural production and livelihoods in South Asia. However, little is known about the socio-economic situation of farmers who receive public support for its expansion. Considering its rapid expansion in sub-Saharan Africa, we take the case of Ethiopia and explore the relationship between irrigation suitability and farmers’ socio-economic status. We find that high-value crop producers and wealthier farmers are most likely to make private investments and also benefit from public support in farmer-led irrigation expansion if investments are directed to land areas highly suitable for irrigation. Cultivation of high-value crops (fruit, vegetables) was common in areas more suitable for irrigation but staple crop cultivation (cereals, legumes) was negatively associated with irrigation suitability. Wealth status (consumption expenditure, asset index, and land size) was also positively correlated with irrigation suitability. A 10 per cent increase in groundwater irrigation suitability score was associated with a 2 per cent increase in per-capita consumption expenditure. Results imply that policies aiming to facilitate farmer-led irrigation development should combine biophysical information on land and water suitability for irrigation with household socio-economic characteristics and existing agricultural systems.

Kitchen gardening is considered a way to reconnect with agriculture and complement the cereal-based relief food offered to refugees in East Africa. This work aimed at profiling mineral content of okra in four refugee camps and settlements located in Ethiopia and Uganda and its contribution to adequate intake (AIs) or recommended dietary allowances (RDAs) for young children and pregnant and lactating women (PLW). The study also evaluated the applicability of portable X-ray fluorescence (PXRF) as compared with inductively coupled plasma mass spectrometry (ICP-MS) for mineral profiling of okra powder samples. The contents of minerals (mg kg-1) from the ICP-MS readings were in the following ranges: K (14,385–33,294), Ca (2610–14,090), P (3178–13,248), Mg (3896–7986), Cu (3.81–19.3), Fe (75.7–1243), Zn (33–141) and Mn (23.1–261). Regardless of geographic origin, at low-end consumption probability (17 g day-1 for young children and 68 g day-1 for PLW), okra could contribute 15% (2.7–12.9%) AI for macro-minerals (K and Ca). In addition, the contributions to RDA values for Fe and Zn, elements of known public health interest, ranged from 4.5 to 34.7% for young children. Interestingly, regression lines revealed strong agreement between ICP-MS and PXRF readings for Mn and Zn, with R2 valuesgt;0.91. This information is useful in support of nutrition-sensitive kitchen gardening programs through scaling culturally important crops in refugee settings.

Reliance on groundwater in Sub-Saharan Africa is growing and expected to rise as surface water resource variability increases under climate change. Major questions remain about how groundwater will be used, and who informs these decisions. We represent different visions of groundwater use by ‘pathways’: politically and environmentally embedded socio-technological regimes for governing and managing groundwater systems. We presented policy actors (9 sets), development and research stakeholders (4 sets), and water users (6 sets) in three river basins in Ethiopia, Niger and Tanzania with information on the social and environmental impacts of six ‘Groundwater Development Pathways’, before gathering their opinions on each, through Multicriteria Mapping (MCM). Participants preferred pathways of low-intensity use, incorporating multiple agricultural, pastoral and domestic purposes, to high-intensity single-use pathways. Water availability and environmental sustainability, including water quality, were central concerns. Participants recognised that all groundwater uses potentially impinge upon one another affecting both the quantity and quality of abstracted water. Across participant groups there was ambiguity about what the most important water use was; each expressed demands for more detailed, certain modelling data. Water users preferred community or municipal-scale management regimes, perceiving that water quality was more likely to be safeguarded by institutions at these levels, whereas policy and development actors preferred individual-scale management, viewed as more efficient in terms of operation and maintenance. We conclude that MCM, combined with more detailed modelling, can provide an effective framework for policy actors to understand other stakeholders’ perspectives on groundwater development futures, enabling equitable, inclusive decision-making and governance.

The 27th Conference of the Parties (COP27) is being held in November 2022 in Sharm el-Sheikh, Egypt. Having a climate summit hosted in an African country makes it timely to highlight climate change research from the continent. We asked a selection of researchers to share their thoughts on current research questions and how they affect African responses to climate change.

The sustainable agricultural intensification (SAI) debate, partly rooted in discussions over the Green Revolution, was developed in the 1990s in the context of smallholder agriculture in Africa. In many Sub-Saharan African (SSA) countries, production is still largely rainfed, with the prevalence of significant yield gaps and rapid environmental degradation. Projections indicate that climate and demographic changes will further intensify the competition for freshwater resources. Currently, SAI is centered around predominantly rain-fed agricultural systems, often at a farm and plot scales. There has been increased attention to the improved role of agricultural water management (AWM) to address the daunting challenges of climate change, land degradation and food and nutritional insecurity in SSA. Nonetheless, the supporting frameworks and tools remain limited and do not connect the sustainability assessment and the development of intensification pathways (SIP) along multiple scales of the rainfed irrigation continuum. This paper reviews the gaps in concepts and practices of SAI and suggests a methodological framework to design context-specific and water-centered SIP for the SSA region. Accordingly, the proposed methodological framework demonstrates: (a) how to couple sustainability assessment methods to participatory SIPs design and adaptive management approach; (b) how contextualized sustainability domains and indicators can help in AWM centered SIP development; (c) the approaches to handle multiple scales and water-related indicators, the heterogeneity of biophysical and social settings when tailoring technology options to local contexts; and (d) the principles which enable the SIP designs to enable synergies and complementarities of SAI measures to reinforce the rainfed-irrigation continuum. This methodological framework allows researchers to integrate the sustainability assessment and SIP design, and guides policymakers and practitioners in planning, implementing and monitoring SAI initiatives (e.g., Framework for Irrigation Development and Agricultural Water Management in Africa) across multiple scales.

Knowing the spatial and temporal suitability of neglected and underutilised crop species (NUS) is important for fitting them into marginal production areas and cropping systems under climate change. The current study used climate change scenarios to map the future distribution of selected NUS, namely, sorghum (Sorghum bicolor), cowpea (Vigna unguiculata), amaranth (Amaranthus) and taro (Colocasia esculenta) in the KwaZulu-Natal (KZN) province, South Africa. The future distribution of NUS was simulated using a maximum entropy (MaxEnt) model using regional circulation models (RCMs) from the CORDEX archive, each driven by a different global circulation model (GCM), for the years 2030 to 2070. The study showed an increase of 0.1–11.8% under highly suitable (S1), moderately suitable (S2), and marginally suitable (S3) for sorghum, cowpea, and amaranth growing areas from 2030 to 2070 across all RCPs. In contrast, the total highly suitable area for taro production is projected to decrease by 0.3–9.78% across all RCPs. The jack-knife tests of the MaxEnt model performed efficiently, with areas under the curve being more significant than 0.8. The study identified annual precipitation, length of the growing period, and minimum and maximum temperature as variables contributing significantly to model predictions. The developed maps indicate possible changes in the future suitability of NUS within the KZN province. Understanding the future distribution of NUS is useful for developing transformative climate change adaptation strategies that consider future crop distribution. It is recommended to develop regionally differentiated climate-smart agriculture production guidelines matched to spatial and temporal variability in crop suitability.

Food demand in Africa continues to outstrip local supply, and the continent currently spends over US$35 billion annually on food imports to supplement local deficits. With the advances in agronomy and breeding, commercial crops like maize (Zea mays) and soybean (Glycine max) in the region are under threat from climate change, decreasing rainfall and degraded lands. Unlike commercial crops that are generally adapted from other regions, underutilized indigenous crops are uniquely suited to local environments and are more resilient to climatic variations and tolerant to local pests and diseases. This study, done in Limpopo Province, South Africa, identifies optimal areas for cultivating Bambara groundnuts (Vigna subterannea), an indigenous crop suitable for arid and semi-arid regions. The aim is to promote the production of underutilized indigenous crops at a large scale with fewer resources, while still meeting local demand and reducing the food import budget. Suitability maps are delineated using a multicriteria decision method in a Geographic Information System (GIS). The procedure is important for diversifying farming systems, making them more resilient (to biotic and abiotic stresses and climate change) and more successful at enhancing water, food and nutritional security. With the province’s limited water and land resources for agriculture expansion, promoting indigenous underutilized crops is a pathway to reduce water allocated to agriculture, thereby enhancing drought resilience and ensuring water, food and nutritional security. Large tracts of degraded agricultural land deemed unsuitable for adapted crops, and which may require costly land reclamation practices, can be used to cultivate underutilized crops that are adapted to extreme local conditions.

Africa emits the lowest amounts of greenhouse gases (GHGs) into the global GHG budget. However, the continent remains the most vulnerable continent to the effects of climate change. The agricultural sector in Africa is among the most vulnerable sectors to climate change. Also, as a dominant agricultural sector, African agriculture is increasingly contributing to climate change through GHG emissions. Research has so far focused on the effects of GHG emissions on the agricultural and other sectors with very little emphasis on monitoring and quantifying the spatial distribution of GHG emissions from agricultural land in Africa. This study develops a new index: African Agricultural Land Greenhouse Gas Index (AALGGI) that uses scores and specific scale ranges for carbon dioxide (CO2), methane (CH4), and nitrous oxide (N2O) to map the spatial variations in regional GHG emissions across Africa. The data for the three main GHGs (CO2, CH4, and N20) were downloaded from FAOSTAT. The data were analyzed through the newly developed African Agricultural Land Greenhouse Gas Index (AALGGI). This is an empirical index with scores ranging from 0 to 10, with higher scores indicating higher levels of emissions. The results show that Southern and North African regions have the lowest amounts of agricultural land GHG emissions, with AALGGIs of 3.5 and 4.5, respectively. East Africa records the highest levels of GHG emissions, with an AALGGI of 8 followed by West Africa with an AALGGI of 7.5. With the continental mean or baseline AALGGI being 5.8, East and Middle Africa are above the mean AALGGI. These results underscore the fact that though Africa, in general, is not a heavy emitter of GHGs, African agricultural lands are increasingly emitting more GHGs into the global GHG budget. The low AALGGIs in the more developed parts of Africa such as Southern and North Africa are explained by their domination in other GHG emitting sectors such as industrialization and energy. The high rates of emissions in East Africa and Middle Africa are mainly linked to intensive traditional farming practices/processes and deforestation. These findings underscore the need to further leverage climate change mitigation actions and policy in Africa and most importantly the co-benefits of mitigation and adaptations in the most vulnerable regions.

Despite the progress made in conceptualizing and advocating for secure community-based land and forest tenure rights, there is a critical lacuna in advocacy and policymaking processes pertaining to community-based freshwater tenure rights. Moreover, water tenure as a concept has only recently gained significant traction in global policy circles. This report analyzes national and international legal pathways for recognizing customary forms of community-based freshwater tenure rights held by Indigenous Peoples and Local Communities (IPLCs) in sub-Saharan Africa. It employs a methodological framework and builds on an analysis of community-based water tenure systems that was developed and applied by the Rights and Resources Initiative (RRI) and the Environmental Law Institute (ELI) in the publication Whose Water? A Comparative Analysis of National Laws and Regulations Recognizing Indigenous Peoples’, Afro-Descendants’, and Local Communities’ Water Tenure. Based on the key findings of this analysis, in particular the frequent dependence of IPLCs’ legally recognized customary water tenure rights on their legally recognized land and/or forest rights, this report further analyzes national constitutions, national legislation governing water, land, forests, environmental protection and other related matters, international and national case law, and international and regional human rights laws, to explore how legal frameworks are recognizing and protecting customary water tenure rights across sub-Saharan Africa. The findings and recommendations provide a basis for analyzing the comparative effectiveness and potential drawbacks of these legal pathways for the recognition and protection of customary water tenure and ultimately for future work refining and improving legislation and assessing progress in its implementation and enforcement.

Climate change (CC) poses a threat to renewable hydropower, which continues to play a significant role in energy generation in West Africa (WA). Thus, the assessment of the impacts of climate change and climate variability on hydropower generation is critical for dam management. This study develops a framework based on ensemble climate models and ensemble machine learning methods to assess the projected impacts of CC on inflow to the reservoir and hydropower generation at the Nangbeto Hydropower plant in WA. Inflow to reservoir and energy generation for the future (2020–2099) is modeled using climate models output data from Coordinated Regional Downscaling Experiment to produce a publicly accessible hydropower dataset from 1980 to 2099. The bias-adjusted ensemble mean of eleven climate models for representative concentration pathways (RC4.5 and RCP8.5) are used. The added value of this approach is to use fewer input data (temperature and precipitation) while focusing on their lagged effect on inflow and energy. Generally, the model output strongly correlates with the observation (1986–2005) with a Pearson correlation of 0.86 for energy and 0.82 for inflow while the mean absolute error is 2.97% for energy and 9.73% for inflow. The results reveals that both inflow and energy simulated over the future periods (2020–2039, 2040–2059, 2060–2079, and 2080–2099) will decrease relative to the historical period (1986–2005) for both RCPs in the range of (2.5–20.5% and 1–8.5% for inflow and energy, respectively), at annual, monthly and seasonal time scales. Therefore, these results should be considered by decision-makers when assessing the best option for the energy mix development plan.

Living customary water tenure is the most accepted socio-legal system among the large majority of rural people in sub-Saharan Africa. Based on literature, this report seeks to develop a grounded understanding of the ways in which rural people meet their domestic and productive water needs on homesteads, distant fields or other sites of use, largely outside the ambits of the state. Taking the rural farming or pastoralist community as the unit of analysis, three components are distinguished. The first component deals with the fundamental perceptions of the links between humankind and naturally available water resources as a commons to be shared by all, partially linked to communities’ collective land rights. The second component deals with the sharing of these finite and contested naturally available water resources, especially during dry seasons and droughts. Customary arrangements shape both the ‘sharing in’ of water resources within communities and the ‘sharing out’ with other customary communities or powerful third parties. Since colonial times, communities have been vulnerable to those third parties grabbing water resources and overriding customary uses and governance. The third component deals with infrastructure to store and convey water resources. Since time immemorial, communities have invested in infrastructure for self supply, ranging from micro-scale soil moisture retention techniques to large-scale collective deep wells. As increasingly recognized in both the water, sanitation and hygiene (WASH) and irrigation sectors, this component of self supply is rapidly expanding. In all three components, local diversity is high, with gender, class and other social hierarchies intertwining with social safety nets, neighborliness and moral economies. The study derives two sets of implications for state and non-state policies, laws and interventions. First, state legislation about the sharing of water resources should recognize and protect living customary water tenure, especially through due process in ‘sharing out’ water with powerful third parties. Remarkably, water law, which is dominated by permit systems in sub-Saharan Africa, lags behind other legislation in recognizing customary water tenure (see IWMI Research Report 182). Second, by taking communities’ self supply for multiple uses as a starting point for further water infrastructure development, the WASH, irrigation and other sectors can follow the priorities of communities, including the most vulnerable; identify cost-effective multi-purpose infrastructure; develop local skills; and, hence, contribute more sustainably to achieving more United Nations Sustainable Development Goals (SDGs), in particular SDGs 1, 2, 3, 5, 6 and 13. Further historical and interdisciplinary research to achieve these benefits is recommended.

The changes in climatic conditions and their associated impacts are contributing to a worsening of existing gender inequalities and a heightening of women’s socioeconomic vulnerabilities in South Africa. Using data collected by research methods inspired by the tradition of participatory appraisals, we systematically discuss the impacts of climate change on marginalized women and the ways in which they are actively responding to climate challenges and building their adaptive capacity and resilience in the urban areas of KwaZulu-Natal, South Africa. We argue that changes in climate have both direct and indirect negative impacts on women’s livelihoods and well-being. Less than one-half (37%) of the women reported implementing locally developed coping mechanisms to minimize the impacts of climate-related events, whereas 63% reported lacking any form of formal safety nets to deploy and reduce the impacts of climate-induced shocks and stresses. The lack of proactive and gender-sensitive local climate change policies and strategies creates socioeconomic and political barriers that limit the meaningful participation of women in issues that affect them and marginalize them in the climate change discourses and decision-making processes, thereby hampering their efforts to adapt and reduce existing vulnerabilities. Thus, we advocate for the creation of an enabling environment to develop and adopt progendered, cost-effective, transformative, and sustainable climate change policies and adaptation strategies that are responsive to the needs of vulnerable groups (women) of people in society. This will serve to build their adaptive capacity and resilience to climate variability and climate change–related risks and hazards.

Credit constraint is often considered as one of the key barriers to the adoption of modern agricultural technologies and low agricultural productivity in low- and middle-income countries. Past research and much of the policy discourse associate agricultural credit constraints with supply-side factors, such as limited access to credit sources or high costs of borrowing. However, demand-side factors, such as risk-aversion and financial illiteracy among borrowers could also affect credit-rationing of smallholder agricultural households. This study investigates the nature of credit constraints, factors affecting credit constraint status, and the effects of credit constraints on adoption and intensity of use of three modern agricultural technologies – small-scale irrigation, chemical fertilizer, and improved seeds. The paper also assesses whether credit constraints are gender-differentiated. Primary survey data were collected from sample farmers in Ethiopia and Tanzania, and Tobit and two-step hurdle econometric models were used to analyze these data. Results show that demand-side credit constraints are as important as supply-side factors in conditioning smallholders’ access to credit in both countries. We also find that credit is a binding constraint for the decision to adopt technologies and input use intensity in Tanzania but not statistically significant in Ethiopia. Results suggest that women are more likely to be credit constrained (from both the supply and demand sides) than men in both study countries. Based on these findings, we suggest that policies should focus on addressing both supply- and demand-side credit constraints to credit access, including through targeted interventions to reduce risk, such as crop insurance, and to strengthen the gender sensitivity of credit policies.

Wetlands are among the most vulnerable, threatened, valuable, diverse, and heterogeneous ecosystems existing on our planet. While they provide invaluable ecosystem services to our society, they have been declining globally for many centuries. Monitoring of these changes is necessary for implementing efficient conservation policies and sustainable management schemes. Earth observation techniques can support the effort of monitoring, assessing, and inventorying wetlands at different scales with ever growing capabilities and toolsets. While the GEO-Wetlands initiative provides a framework for collaboratively increasing and utilizing these capabilities, global stakeholders like the Ramsar Convention on Wetlands and U.N. Environment are starting to adopt EO-based methods in their guidelines and technical reports. Many challenges still remain, although different projects and case studies successfully demonstrate the opportunities provided by the growing data archives, analysis algorithms, and processing capabilities. Many of these demonstrations focus on local wetland sites. The mapping and inventorying, specifically of vegetated wetlands, on national or even global scales remains a challenge for the wetlands and EO communities for years to come. Collaboration and partnership between different stakeholders of both communities are key for success. Initiatives like GEO-Wetlands, in cooperation with global stakeholders, need to provide the framework for this collaborative effort.

Solar energy forecasting is considered an essential scientific aspect in supporting efforts to integrate solar energy into power grids. Moreover, solar energy forecasting plays an essential role in mitigating greenhouse gas emissions and conserving energy for future use. This study conducted a bibliometric analysis to assess solar energy forecasting research studies evolution at the continental (Africa) and southern Africa levels. Key aspects of analysis included (i) scientific research trends, (ii) nature of collaboration networks, (iii) co-occurrence of keywords and (iv) emerging themes in solar energy forecasting over the last two decades, between the years 2000–2021. The results indicate that solar energy forecasting research has, on average, expanded by 6.4% and 3.3% in Africa and southern Africa, respectively. Based on the study context, solar energy forecasting research only gained momentum in 2015, peaking in 2019, but it is generally still subtle. The scientific mapping illustrated that only South Africa ranks among the leading countries that have produced high numbers of published documents and also leads in contributions to the research area in both Africa and southern Africa. Three emerging topics were identified from the thematic map analysis— namely, “solar irradiance”, “artificial intelligence” and “clear sky”, which implies that researchers are paying attention to solar irradiance, using modelling techniques that incorporate machine learning techniques. Overall, this study contributes to scientific information on the potential bankability of renewable energy projects that could assist power utilities, governments and policymakers in Africa to enforce the green economy through accelerated decarbonisation of the energy systems and building relationships with developed countries for support and better transitioning to solar energy. From a Water–Energy–Food nexus perspective, the results of this work could assist the scientific community in Africa to take advantage of the inherent interconnectedness of water, energy and food resources, whilst also advancing the use of integrated solutions to shape the focus of solar energy research into a more systems thinking and transdisciplinary approach involving the interconnected primary resources and stakeholders pursuit of the Sustainable Development Goals.

Agricultural production in arid and semi-arid regions is particularly vulnerable to climate change, which, combined with projected food requirements, makes the sustainable management of water resources critical to ensure national and global food security. Using South Africa as an example, we map the spatial distribution of water use by seventeen major crops under current and future climate scenarios, and assess their sustainability in terms of water resources, using the water debt repayment time indicator. We find high water debts, indicating unsustainable production, for potatoes, pulses, grapes, cotton, rice, and wheat due to irrigation in arid areas. Climate change scenarios suggest an intensification of such pressure on water resources, especially in regions already vulnerable, with a country-scale increase in irrigation demand of between 6.5% and 32% by 2090. Future land use planning and management should carefully consider the spatial distribution and local sustainability of crop water requirements to reduce water consumption in water risk hotspots and guarantee long-term food security.

Addressing the disproportionate burden of food insecurity in South Africa requires targeted efforts to help smallholder farmers to access markets. The purpose of this study was to assess determinants of market participation and its contribution to household food security. The secondary data used in this study were collected from 1520 respondents; however, 389 smallholder farmers participated in the market. The Household Food Insecurity Access Scale revealed that out of the total sample size, 85% of the households were food insecure while 15% were food secure. Gender of household head, receiving social grants and higher wealth index positively impacted market participation. Having a family member with HIV had a negative impact on market participation among smallholder farmers. The results from the extended ordered probit regression model showed that household size, having a family member with HIV and agricultural assistance had a positive and significant contribution to the household food insecurity situation of the smallholder farmers. On the other hand, the educational level of household head, ownership of livestock, age of household head, gender of household head, and having access to social grants had a negative and significant effect on the food insecurity status. Access to education and the market can improve household food security. Linking smallholder farmers, particularly women and aged farmers, to markets should form an intrinsic part of the government’s efforts to improve farming and food security and increase access to diversified food.

Climatic variability and extreme weather events impact agricultural production, especially in sub-Saharan smallholder cropping systems, which are commonly rainfed. Hence, the development of early warning systems regarding moisture availability can facilitate planning, mitigate losses and optimise yields through moisture augmentation. Precision agricultural practices, facilitated by unmanned aerial vehicles (UAVs) with very high-resolution cameras, are useful for monitoring farm-scale dynamics at near-real-time and have become an important agricultural management tool. Considering these developments, we evaluated the utility of optical and thermal infrared UAV imagery, in combination with a random forest machine-learning algorithm, to estimate the maize foliar temperature and stomatal conductance as indicators of potential crop water stress and moisture content over the entire phenological cycle. The results illustrated that the thermal infrared waveband was the most influential variable during vegetative growth stages, whereas the red-edge and near-infrared derived vegetation indices were fundamental during the reproductive growth stages for both temperature and stomatal conductance. The results also suggested mild water stress during vegetative growth stages and after a hailstorm during the mid-reproductive stage. Furthermore, the random forest model optimally estimated the maize crop temperature and stomatal conductance over the various phenological stages. Specifically, maize foliar temperature was best predicted during the mid-vegetative growth stage and stomatal conductance was best predicted during the early reproductive growth stage. Resultant maps of the modelled maize growth stages captured the spatial heterogeneity of maize foliar temperature and stomatal conductance within the maize field. Overall, the findings of the study demonstrated that the use of UAV optical and thermal imagery, in concert with prediction-based machine learning, is a useful tool, available to smallholder farmers to help them make informed management decisions that include the optimal implementation of irrigation schedules.

Global broiler production and consumption levels continue to rise. South Africa’s broiler system is dominated by commercial production and formal retail trade, with competition from cheap imports. Local broiler policies have narrow, production-driven, short-term aims for industry growth and national food security. However, these have unintended consequences that undermine the system’s future sustainability. Using a food systems approach, this study developed a qualitative system dynamics model of the South African commercial broiler system and used it to engage stakeholders in policy discussions within the boundaries of health, nutrition, and environmental sustainability. A problem statement and key system elements were drawn from a previously published qualitative study and were validated by 15 stakeholders via an online questionnaire. From this, a seed model was developed, expanded into a larger model, and shared in a modular format with stakeholders in virtual meetings, on an individual or institutional basis, for feedback and validation, and for discussion of areas for policy consideration. Refinements were incorporated into the modules, policy considerations were summarised, and crosscutting issues were identified. The model demonstrated the system’s complexity, interlinkages, feedbacks, reinforcing and balancing loops, and behaviour archetypes. The modular presentation format created a suitable platform for stakeholder engagement. Current policies focus on local commercial production, formal markets, and affordability without cognisance of the broader system represented by the model. Inequality pervades throughout the system. Commercial producers, linked to large supermarkets and fast-food chains, dominate the system, presenting barriers to entry. Affordability is unintentionally traded off against non-communicable disease risks through brining of most frozen products, and ultra-processing of fast-food items. Foodborne disease control is critical, given the proportion of vulnerable individuals, and greater coherence of food safety policy is urgently needed. The environmental footprint of broilers, whilst less than that of ruminants, deserves closer scrutiny based on its dependence on intensive cereal production for feed. This study’s food systems approach provides a system-wide perspective and a foundation for policymakers to develop more integrated and transformative policies.

Land and water are vital resources for sustaining rural livelihoods and are critical for rural development as they form the basis of agriculture, the main economic activity for rural communities. Nevertheless, in most developing countries, land and water resources are unevenly distributed due to historical and socio-economic imbalances, hence the need for land reform policies to address these disparities. However, redistributing land without considering the interconnectedness of land and socio-ecological systems can compound existing food and water insecurity challenges. This study used a mixed research method, integrating both quantitative and qualitative data, to develop a framework to guide policy and decision-makers to formulate coherent strategies towards sustainable land redistribution programmes and achieve the desired outcomes. The approach was vital for integrating the broad and intricate interlinkages between water, land, and environmental resources. Therefore, the framework is based on transformative and circular models for informing strategic policy decisions towards sustainable land redistribution. The focus was on South Africa’s land redistribution plans and the implications on water and food security and rural development. The developed framework is designed to ensure the sustainability of agrarian reform and rural economic development. It is framed to address land and water accessibility inequalities, promote water and food security, and enhance rural development. A sustainable land redistribution increases the adaptive capacity of rural communities to climate change, enhances their resilience, and provides pathways towards Sustainable Development Goals (SDGs).

Transfrontier Conservation Areas (TFCAs) are critical biodiversity areas for the conservation and sustainable use of biological and cultural resources while promoting regional peace, cooperation, and socio-economic development. Sustainable management of TFCAs is dependent on the availability of an eco-agriculture framework that promotes integrated management of conservation mosaics in terms of food production, environmental protection or the conservation of natural resources, and improved human livelihoods. As a developmental framework, eco-agriculture is significantly influenced by existing legal and governance structures at all levels; this study assessed the impact of existing legal and governance frameworks on eco-agriculture implementation in the Lubombo TFCA that cuts across the borders between Mozambique, Eswatini, and South Africa. The assessment used a mixed research method, including a document review, key informant interviews, and focus group discussions. Although the three countries have no eco-agriculture policies, biodiversity practices are directly or indirectly affected by some policies related to environmental protection, agriculture improvement, and rural development. The assessment found that South Africa has the most comprehensive policies related to eco-agriculture; Mozambican policies mainly focus on equity and involvement of disadvantaged social groups, while Eswatini is conspicuous for explicitly making it the responsibility of each citizen to protect and safeguard the environment. The protection of conservation areas is critical to preserving natural habitats and ensuring the continued provision of ecosystem services. The lack of transboundary governance structures results in the Lubombo TFCA existing as a treaty on paper, as there are no clear processes for transboundary cooperation and collaboration.

Producing more food for a growing population requires sustainable crop intensification and diversification, particularly in high-potential areas such as the seasonal floodplain wetlands of sub-Saharan Africa (SSA). With emerging water shortages and concerns for conserving these multi-functional wetlands, a further expansion of the cropland area must be avoided as it would entail increased use of blue water for irrigation and infringe on valuable protected areas. We advocate an efficient use of the prevailing green water on the existing cropland areas, where small-scale farmers grow a single crop of rainfed lowland rice during the wet season. However, soil moisture at the onset of the rains (pre-rice niche) and residual soil moisture after rice harvest (post-rice niche) may suffice to cultivate short-cycled crops. We developed a methodological approach to analyze the potential for green water cultivation in the pre- and post-rice niches in the Kilombero Valley Floodplain in Tanzania, as a representative case for seasonal floodplain wetlands in SSA. The three-step approach used open-access remote sensing datasets to: (i) extract cropland areas; (ii) analyze soil moisture conditions using evaporative stress indices to identify the pre- and post-rice niches; and (iii) quantify the green water availability in the identified niches through actual evapotranspiration (AET). We identified distinct patterns of green water being available both before and after the rice-growing period. Based on the analyses of evaporative stress indices, the pre-rice niche tends to be longer (~70 days with average AET of 20–40 mm/10-day) but also more variable (inter-annual variability gt;30%) than the post-rice niche (~65 days with average AET of 10–30 mm/10-day, inter-annual variability lt;15%). These findings show the large potential for cultivating short-cycled crops beyond the rice-growing period, such as green manure, vegetables, maize, and forage legumes, by shifting a portion of the nonproductive AET flows (i.e., soil evaporation) to productive flows in form of crop transpiration. A cropland area of 1452 to 1637 km2 (53–60% of the total cropland area identified of 2730 km2) could be cultivated using available green water in the dry season, which shows the significance of such change for food security, livelihoods, and resilience of the agricultural community in Kilombero. A wider application of the developed approach in this study can help identifying opportunities and guiding interventions and investments towards establishing sustainable intensification and diversification practices in floodplain wetlands in SSA.

In West Africa, rampant urbanization is changing food systems, including the magnitude and composition of food flows and the length of supply chains. An increasing body of literature discusses pathways to sustainable transformation of urban food systems taking into account links between urban and rural spaces. Research and policy have focused on the role of cities as consumption centers receiving food from local, regional, and global hinterlands. This study aims at widening the perspective on the role of cities in food distribution, by bringing into focus a city’s function as a consumption, aggregation, and disaggregation center. The analysis is based on a comprehensive set of primary data on food flows collected in four West African cities across different seasons. The analysis shows that the investigated cities are integrated into multi-scale urban and market networks. Their position within these networks interacts with their reliance on other territories for food supply and with their functions, such as the aggregation of goods. The capital cities of Ouagadougou (Burkina Faso) and Bamako (Mali) relied more on lower-rank urban settlements further away, while Tamale, a secondary city in Ghana, acted as an assembly market for local rural producers and in turn supplied larger urban centers. Bamenda, a secondary city in Cameroon, acted as a consumption center sourcing mainly from its hinterland. Beyond that, city functions were context-specific and varied according to type of product and season. Extending the perspective on the role of cities has implications for policy, including bringing into focus and strengthening midstream segments, such as market and transport links.

Groundwater for Sustainable Livelihoods and Equitable Growth explores how groundwater, often invisibly, improves peoples’ lives and livelihoods. This unique collection of 19 studies captures experiences of groundwater making a difference in 16 countries in Africa, South America and Asia. Such studies are rarely documented and this book provides a rich new collection of interdisciplinary analysis. The book is published in colour and includes many original diagrams and photographs. Spring water, wells or boreholes have provided safe drinking water and reliable water for irrigation or industry for millennia. However, the hidden nature of groundwater often means that it’s important role both historically and in the present is overlooked. This collection helps fill this knowledge gap, providing a diverse set of new studies encompassing different perspectives and geographies. Different interdisciplinary methodologies are described that can help understand linkages between groundwater, livelihoods and growth, and how these links can be threatened by over-use, contamination, and ignorance. Written for a worldwide audience of practitioners, academics and students with backgrounds in geology, engineering or environmental sciences; Groundwater for Sustainable Livelihoods and Equitable Growth is essential reading for those involved in groundwater and international development.

In many areas of the world, groundwater represents the primary source of water for domestic supply and agriculture, supporting livelihoods and lifting many out of poverty. However, the hidden nature of groundwater often means that its important role both historically and in the present is overlooked, hampering its effective management and putting future supplies at risk. For the benefits of groundwater abstraction to continue to be realized and sustained, the links between groundwater availability and quality, climate change, and groundwater-dependent livelihoods need to be explored and articulated. This becomes even more important with growing climate uncertainty and decreasing water security in some marginal and vulnerable areas, with an increasing threat to livelihoods. This introductory chapter presents the main concepts of this book, introduces the different chapters, and discusses emerging themes. There is compelling evidence that the development of groundwater has profoundly improved many people’s lives and continues to lift people out of poverty today. The examples in this book provide a wide variety of case studies from Asia, Africa, and South America that show how groundwater, often invisibly, improves people’s lives and livelihoods and promotes equitable growth. However, the studies also demonstrate how vulnerable groundwater can be over-used and contaminated, and how ignorance of the nature of groundwater is one of the greatest threats to its sustainable use. It is, therefore, of critical importance to increase investment in characterizing, monitoring, and governing groundwater, to explore links between science, policy, and practice, and to effectively communicate existing knowledge so that groundwater will continue to improve people’s lives for centuries to come.

The currently used water–energy–food (WEF) nexus philosophy and frameworks integrate the interconnections across the water, energy, food-agricultural sectors using a systems perspective. There are many challenges to model the interdependencies and trade-offs using a WEF nexus approach. Many tools and indices have been developed and used at the regional and national levels. However, there are few attempts to apply tools at a local and/or catchment level as described in this chapter for the Inkomati-Usuthu catchment in South Africa. The available tools were described according to inputs required and outputs produced together with both spatial and temporal scales and potential users. The data requirements for each sector were unpacked, and potential sources for local information are listed despite the wide set of data necessary. The way forward to applying these tools in the Crocodile and lower Komati river basins was considered in light of the facilitated stakeholder engagement to promote understanding of the scope of the WEF nexus and economic and policy implications.

A combination of climate change and accelerated population growth is instigating some of the worst challenges that humankind faces today that include resource depletion and degradation. Both built environment and ecological infrastructure have been modified and are creating novel socioecological interactions posing the risk of novel infectious diseases transmission to humans. The experiences of the COVID-19 exposed the vulnerability of human health from wildlife and the risk of novel socioecological interactions on livelihoods. This chapter enhances the preparedness and improves the resilience against novel pathogens by assessing vulnerability and the available options to reduce risk through the water–health–ecosystem–nutrition nexus. As a transformative, nexus planning provides integrated pathways toward resilience and preparedness to reduce health risks on humans posed by novel pathogens. A systematic review of literature facilitated an understanding of the trends of novel infectious diseases and the available options to improve sanitation, nutrition, and adaptative capacity in the advent of novel socioecological interactions. The aim is to guide policy formulations to achieve Sustainable Development Goals such as 3 (good health and wellbeing), 6 (clean water and sanitation), and 13 (climate action). Risk reduction framing in the health sector through nexus planning provides pathways toward healthy environments and mutual socioecological interactions.

Fixing and implementing water charges in the irrigation sector is considered an important task for recovering operation and maintenance costs and promoting the efficient use of water. This study aims at developing an implementation strategy for water charges in the Central Rift Valley, Ethiopia. The study sets the agenda for this strategy by explaining why promoting the concept of fixing irrigation charges is necessary. Then it develops a conceptual framework, draws key lessons from global experiences, explores whether the new pricing policy is well aligned with national water policies and the roles and responsibilities of various actors and stakeholders involved, and identifies the factors for the successful implementation of this strategy. The study is mainly qualitative in nature, based on a review of the literature and consultations of key stakeholders. The study results call for clearly defining the key objectives of the policy, political commitment, and community participation, re-examining the role of institutions, capacity building, and establishing a multistakeholder platform. Basin-level implementation of this policy requires piloting and maintaining policy dynamics through adaptive management. The results provide generic lessons for other basins within Ethiopia and for sub-Saharan Africa (SSA).

The northeast region of Cote d’Ivoire, where agriculture is the main economic activity, is potentially vulnerable to extreme climatic conditions. This study aims to make a comprehensive spatio-temporal analysis of trends in extreme indices related to precipitation and temperature for the Zanzan region of Cote d’Ivoire over the period of 1981–2020. The statistical significance of the calculated trends was assessed using the non-parametric Mann–Kendall test, while Sen’s slope estimation was used to define the amount of change. For extreme precipitations, the results showed a decreasing trend in annual total precipitations estimated at 112.37 mm and in daily precipitations intensity indices. Furthermore, the consecutive dry days’ index showed an increasing trend estimated at 18.67 days. Unlike the trends in precipitation extremes, which showed statistically non-significant trends, the trends in temperature extremes were mostly significant over the entire study area. The cold spells indices all show decreasing trends, while the warm spells show increasing trends. Drawing inferences from the results, it becomes clear that the study area may be threatened by food insecurity and water scarcity. The results are aimed to support climate adaptation efforts and policy intervention in the region.

CONTEXT: Although rice production has increased significantly in the last decade in West Africa, the region is far from being rice self-sufficient. Inland valleys (IVs) with their relatively higher water content and soil fertility compared to the surrounding uplands are the main rice-growing agroecosystem. They are being promoted by governments and development agencies as future food baskets of the region. However, West Africa’s crop production is estimated to be negatively affected by climate change due to the strong dependence of its agriculture on rainfall. OBJECTIVE: The main objective of the study is to apply a set of machine learning models to quantify the extent of climate change impact on land suitability for rice using the presence of rice-only data in IVs along with bioclimatic indicators. METHODS: We used a spatially explicit modeling approach based on correlative Ecological Niche Modeling. We deployed 4 algorithms (Boosted Regression Trees, Generalized Linear Model, Maximum Entropy, and Random Forest) for 4-time periods (the 2030s, 2050s, 2070s, and 2080s) of the 4 Representative Concentration Pathways (RCP2.6, RCP4.5, RCP6.0, and RCP8) from an ensemble set of 32 spatially downscaled and bias-corrected Global Circulation Models climate data. RESULTS AND CONCLUSIONS: The overall trend showed a decrease in suitable areas compared to the baseline as a function of changes in temperature and precipitation by the order of 22–33% area loss under the lowest reduction scenarios and more than 50% in extreme cases. Isothermality or how large the day to night temperatures oscillate relative to the annual oscillations has a large impact on area losses while precipitation increase accounts for most of the areas with no change in suitability. Strong adaptation measures along with technological advancement and adoption will be needed to cope with the adverse effects of climate change on inland valley rice areas in the sub-region. SIGNIFICANCE: The demand for rice in West Africa is huge. For the rice self-sufficiency agenda of the region, “where” and “how much” land resources are available is key and requires long-term, informed planning. Farmers can only adapt when they switch to improved breeds, providing that they are suited for the new conditions. Our results stress the need for land use planning that considers potential climate change impacts to define the best areas and growing systems to produce rice under multiple future climate change uncertainties.

Fish inhabiting freshwater environments are susceptible to the ingestion of microplastics (MPs). Knowledge regarding MPs in freshwater fish in South Africa is very limited. In this study, the uptake of MPs by common carp (Cyprinus carpio) in the Vaal River in South Africa was assessed. MPs were detected in all of the twenty-six fish examined, 682 particles of MPs were recovered from the gastrointestinal tracts of the fish with an average of 26.23 12.57 particles/fish, and an average abundance of 41.18 52.81 particles/kg. The examination of the physical properties of MPs revealed a predominance on fibers (69%), small-sized particles of less than 0.5 mm (48%), as well as prevelance of coloured MPs (94%), mostly green, blue, and black. Using Raman Spectroscopy, the following plastic polymers were identified: high density polyethylene (HDPE), low density polyethylene (LDPE), polypropylene (PP), polyethylene terephthalate (PET), and polytetrafluoroethylene (PTFE). To the best of our knowledge, this study, is the first to report MPs uptake by freshwater biota in the Vaal River using common carp as a target organism. It provided evidence of MP contamination in the Vaal.

There are growing calls to adopt more sustainable forms of agriculture that balance the need to increase production with environmental, human health, and wellbeing concerns. Part of this conversation has included a debate on promoting and mainstreaming neglected and underutilized crop species (NUS) because they represent a more ecologically friendly type of agriculture. We conducted a systematic review to determine the ecosystem services derived from NUS and assess their potential to promote functional ecological diversity, food and nutritional security, and transition to more equitable, inclusive, sustainable and resilient agricultural landscapes and food systems in Africa. Our literature search yielded 35 articles for further analysis. The review showed that NUS provide various provisioning, regulating, cultural, and supporting ecosystem services and several environmental and health co-benefits, dietary diversity, income, sustainable livelihood outcomes, and economic empowerment, especially for women. Importantly, NUS address the three pillars of sustainable development- ecological, social, and economic. Thus, NUS may provide a sustainable, fit-for-purpose transformative ecosystem-based adaptation solution for Africa to transition to more sustainable, healthy, equitable, and resilient agricultural landscapes and food systems.

The use of polluted water to irrigate is an increasing problem in the developing world. Lebanon is a case in point, with heavily polluted irrigation waters, particularly in the Litani River Basin. This study evaluated the potential health risks of irrigating vegetables (radishes, parsley, onions, and lettuce) using three water sources (groundwater, river water, and treated wastewater) and three irrigation methods (drip, sprinkler, and surface) over two growing seasons in 2019 and 2020. Water, crop, and soil samples were analyzed for physicochemical parameters, pathogens, and metals (Cu, Cd, Ni, Cr, and Zn). In addition, the bioaccumulation factor, estimated dietary intakes, health risk index, and target hazard quotients were calculated to assess the health risk associated with metal contamination. The study showed that, for water with less than 2 log E. coli CFU/100 mL, no pathogens (Escherichia coli, salmonella, parasite eggs) were detected in irrigated vegetables, irrespective of the irrigation method. With over 2 log E. coli CFU/100 mL in the water, 8.33% of the sprinkler-and surface-irrigated vegetables, and 2.78% of the drip-irrigated root crops (radishes and onions), showed some degree of parasitic contamination. E. coli appeared only on root crops when irrigated with water having over 3 log CFU/100 mL. The concentrations of most metals were significantly lower than the safe limits of the FAO/WHO of the Food Standards Programme Codex, except for zinc and chromium. The trends in the bioaccumulation factor and the estimated dietary intakes of metals were in the order of Cu lt; Cd lt; Ni lt; Cr lt; Zn. The target hazard quotient values for all metals were lower than 1.0. Under trial conditions, the adoption of drip irrigation with water with less than 3 log E. coli CFU/100 mL proved to be safe, even for vegetables consumed raw, except for root crops such as onions and radishes that should not be irrigated with water having over 2 log E. coli CFU/100 mL. Treated wastewater had no adverse effect on vegetable quality compared to vegetables irrigated with other water sources. These results support efforts to update the Lebanese standards for water reuse in agriculture; standards proposed in 2011 by the FAO, and currently being reviewed by the Lebanese Institution of Standards. This research will inform a sustainable water management policy aimed at protecting the Litani River watershed by monitoring water quality.

Agriculture in Africa is adversely affected by the loss of soil fertility. Conservation agriculture (CA) was introduced to curb the loss of soil fertility and water shortages and improve crop productivity. However, information on how CA practices enhance soil quality and nutrients is scarce in the sub-Saharan Africa context. The objective of this study was to investigate the effects of CA and conventional tillage (CT) on soil organic matter and nutrients under irrigated and rainfed vegetable on-farm production systems. During the dry and wet monsoon phases in the northern Ethiopian Highlands, a four-year experiment with CA and CT was carried out on ten vegetable farms under rainfed and irrigated conditions. Although the increase in concentration of organic matter in CA was generally slightly greater than in CT, the difference was not significant. The average organic matter content in the top 30 cm for both treatments increased significantly by 0.5% a-1 from 3% to almost 5%. The increase was not significant for the 30–60 cm depth. The total nitrogen and available phosphorus concentrations increased proportionally to the organic matter content. Consequently, the extended growing season, applying fertilizers and livestock manure, and not removing the crop residue increased the nutrient content in both CA and CT. The increase in CA was slightly greater because the soil was not tilled, and hay was applied as a surface cover. Although CA increased soil fertility, widespread adoption will depend on socioeconomic factors that determine hay availability as a soil cover relative to other competitive uses.

Sub-Saharan Africa faces unprecedented disasters, with climate change expected to exacerbate the frequency and severity of unpredictable and stressful catastrophic events. Unlike developed nations, reconstruction in developing nations is hindered by resource constraints, with certain communities potentially experiencing multiple and enduring effects of disasters. Despite the potential danger of such cumulative community disaster exposure on mental health (e.g. depression), large-scale population-level evidence for the region is limited. We investigated the association between exposure to cumulative disaster and the first onset of depression in a nationally representative survey in South Africa. We used panel data from the South African National Income Dynamics Study (SA-NIDS) from 2008–2017, consisting of 17,255 adult study participants who were depression free at baseline. Risk of first depression onset between individuals exposed and unexposed to community disaster was measured, accounting for multiple disaster exposure over time by fitting generalized estimating equation (GEE) regression models. Data on the geographic location of disasters were obtained from the South African government gazette, and mapped with the government delineated SA-NIDS households’ locations. Of the sampled individuals, 2,986 were exposed to disaster during the study duration (17.3%). Increased cumulative community disaster was significantly associated with the likelihood of depression onset (adjusted relative risk [aRR] = 1.20, plt;0.01, 95% CI: 1.09–1.33), even after controlling for socio-demographic factors. In sub-group analyses, greater likelihood of depression onset was found among females [but not in men] (aRR = 1.23, plt;0.01, 95% CI: 1.09–1.38), Black African [but not in other population group] (aRR = 1.21, plt;0.01, 95% CI: 1.09–1.36), lower education attainment group [but not in tertiary and above educational attainment group] (aRR = 1.20, plt;0.01, 95% CI: 1.08–1.33), and lower income attainment group [but not in the top income quartile group] (aRR = 1.24, plt;0.01, 95% CI: 1.11–1.38), due to cumulative community disaster. Although cumulative community disaster exposure was significantly associated with the first onset of depression, its negative impact may be more pronounced among individuals considered chronically socially vulnerable (i.e. the groups above) in South Africa. Given that many individuals in South Africa rely on social, food parcel relief, and health services from government/public sector, timely access to community-based supportive intervention is needed for disaster survivors, prioritizing socially vulnerable groups to help mitigate problems associated with mental health challenges.

Over the years, South Africa has made significant investments aimed at transforming the agricultural sector to deliver on rural economic development and job creation. These investments have had varying levels of success; still, what is worrying is the high youth unemployment rate which is amongst the highest globally. We conducted a scoping review using the PRISMA-P guidelines to identify the challenges youth face in accessing sustainable employment in the agriculture sector. Peer-reviewed studies were retrieved from online databases (Web of Science, Cab Direct, and Science Direct) for 1994–2021. The findings showed that youth are still facing significant challenges in the demand and supply side of the labour market and lack of inclusivity in policy formulation and implementation, limiting their involvement in agriculture and rural development initiatives. Policies and strategies responding to these challenges exist, and the spectrum of support services provided are primarily focused on entrepreneurship. Yet, the implementation of programs and initiatives has not been successful. This could be attributed to the obstacles persisting in the sociopolitical environment in SA, causing additional barriers to program implementation. Therefore, to enhance youth involvement in agriculture and rural development, there is a need to connect more rural youth to support services, local employment programmes, and youth inclusion in policy formulation processes. Additionally, the focus of policy and programs should be broadened to cater to different youth knowledge and skill profiles.

July-September rainfall is a key component of Ethiopia’s annual rainfall and is a source of rainfall variability throughout inland Greater Horn of Africa. In this study we investigate the relative influences of the Mascarene (MH) and South Atlantic (AH) highs on July-September rainfall in a covarying region of the Greater Horn of Africa using CHIRPS observed rainfall and the ERA5 reanalysis. We show that a mixed metric using the circulation at 850 hPa of these two subtropical anticyclones (AH-MH), is better correlated with rainfall than individual high circulations. Variations in remote circulation are translated by changes in Central African westerlies and Turkana Jet wind speeds. We apply the AH-MH mixed metric to the CMIP5 and CMIP6 ensembles and show that it is a good indicator of mean July-September rainfall across both ensembles. Biases in circulation are shown to be related to the Hadley circulation in CMIP5 atmosphere-only simulations, while causes of biases in CMIP6 are more varied. Coupled model biases are related to southern ocean warm biases in CMIP5 and western Indian Ocean warm biases in CMIP6. CMIP6 shows an improved relationship between rainfall and Turkana Jet winds and Central African westerlies across the ensemble.

Rice is one of the major staple foods in sub-Saharan Africa (SSA) and is mainly grown in three environments: rainfed upland and rainfed and irrigated lowlands. In all rice-growing environments, the yield gap (the difference between the potential yield in irrigated lowland or water-limited yield in rainfed lowland and upland and the actual yield obtained by farmers) is largely due to a wide range of constraints including water-related issues. This paper aims to review water management research for rice cultivation in SSA. Major water-related constraints to rice production include drought, flooding, iron toxicity, and soil salinity. A wide range of technologies has been tested by Africa Rice Center (AfricaRice) and its partners for their potential to address some of the water-related challenges across SSA. In the irrigated lowlands, the system of rice intensification and alternate wetting and drying significantly reduced water use, while the pre-conditions to maintain grain yield and quality compared to continuous flooding were identified. Salinity problems caused by the standing water layer could be addressed by flushing and leaching. In the rainfed lowlands, water control structures, Sawah rice production system, and the Smart-Valleys approach for land and water development improved water availability and grain yield compared to traditional water management practices. In the rainfed uplands, supplemental irrigation, mulching, and conservation agriculture mitigated the effects of drought on rice yield. The Participatory Learning and Action Research (PLAR) approach was developed to work with and educate communities to help them implement improved water management technologies. Most of the research assessed a few indicators such as rice yield, water use, water productivity at the field level. There has been limited research on the cost-benefit of water management technologies, enabling conditions and business models for their large-scale adoption, as well as their impact on farmers’ livelihoods, particularly on women and youth. Besides, limited research has been conducted on water management design for crop diversification, landscape-level water management, and iron toxicity mitigation, particularly in lowlands. Filling these research gaps could contribute to sustainable water resources management and sustainable intensification of rice-based systems in SSA.

While extreme rainfall events may provide rare opportunities for replenishment of surface water and groundwater resources in vulnerable (semi)arid areas, they are typically also associated with widespread flooding. The impacts on contaminant movement associated with spatio-temporally complex relationships between surface water and groundwater during such events in these regions are largely unknown. The catchment area (~4350 km2) upstream of Gaborone Dam on the Notwane River in south-east Botswana and northern South Africa experienced extreme rainfall and major flooding in 2016/17, following a severe 5-year drought. In this generally data-sparce area, we collected a unique data set that combined traditional water quantity observations with stable water isotope, major ion, trace metal and geophysical data. These were analysed to gain insights into water quantity and quality dynamics following flooding, including contaminant movement using trace metals as pollution indicators. Results revealed that the extreme rainfall and flooding was responsible for replenishment of surface water and groundwater resources, but also contaminant mobilisation from the surface. This subsequently resulted in increased concentrations of contaminants during the recession. Overall, hydrogeological heterogeneity dictated spatially variable surface water - groundwater interactions, characterised by poor connectivity in low productivity aquifer areas as opposed to good connectivity in moderate to high productivity aquifers. This in turn affected water quality dynamics and contamination, locally superimposed by land use impacts, primarily from urban landfill and local agricultural practices. Groundwater-connected streams had consistently lower (responses in) contaminants. We also found that Gaborone Reservoir facilitated prolonged conditions for recharge but likely also enhanced contamination of groundwater through maintaining a high water table in urban areas located immediately downstream. Management implications of our findings include a requirement for careful consideration of land use and landfill planning in relation to bedrock geology and presence of surface water reservoirs, conjunctive surface water and groundwater management, but also the need for even higher (space-time) resolution of monitoring in these data sparce environments. This could contribute to enhancing the benefits that extreme rainfall events provide in terms of surface water and groundwater resources replenishment for future dry seasons and periods of drought.

A comprehensive evaluation of the impacts of climate change on water resources of the West Africa Volta River basin is conducted in this study, as the region is expected to be hardest hit by global warming. A large ensemble of 12 general circulation models (GCMs) from the fifth Coupled Model Intercomparison Project (CMIP5) that are dynamically downscaled by five regional climate models (RCMs) from the Coordinated Regional-climate Downscaling Experiment (CORDEX)-Africa is used. In total, 43 RCM–GCM combinations are considered under three representative concentration pathways (RCP2.6, RCP4.5, and RCP8.5). The reliability of each of the climate datasets is first evaluated with satellite and reanalysis reference datasets. Subsequently, the Rank Resampling for Distributions and Dependences (R2D2) multivariate bias correction method is applied to the climate datasets. The bias-corrected climate projections are then used as input to the mesoscale Hydrologic Model (mHM) for hydrological projections over the 21st century (1991–2100). Results reveal contrasting dynamics in the seasonality of rainfall, depending on the selected greenhouse gas emission scenarios and the future projection periods. Although air temperature and potential evaporation increase under all RCPs, an increase in the magnitude of all hydrological variables (actual evaporation, total runoff, groundwater recharge, soil moisture, and terrestrial water storage) is only projected under RCP8.5. High- and low-flow analysis suggests an increased flood risk under RCP8.5, particularly in the Black Volta, while hydrological droughts would be recurrent under RCP2.6 and RCP4.5, particularly in the White Volta. The evolutions of streamflow indicate a future delay in the date of occurrence of low flows up to 11 d under RCP8.5, while high flows could occur 6 d earlier (RCP2.6) or 5 d later (RCP8.5), as compared to the historical period. Disparities are observed in the spatial patterns of hydroclimatic variables across climatic zones, with higher warming in the Sahelian zone. Therefore, climate change would have severe implications for future water availability with concerns for rain-fed agriculture, thereby weakening the water– energy–food security nexus and amplifying the vulnerability of the local population. The variability between climate models highlights uncertainties in the projections and indicates a need to better represent complex climate features in regional models. These findings could serve as a guideline for both the scientific community to improve climate change projections and for decision-makers to elaborate adaptation and mitigation strategies to cope with the consequences of climate change and strengthen regional socioeconomic development.

The global goal to end hunger requires the interpretation of problems and change across multiple domains to create the scope for collaboration, learning, and impactful research. We facilitated a workshop aimed at understanding how stakeholders problematize sustainable diet transition (SDT) among a previously marginalized social group. Using the systems thinking approach, three sub-systems, namely access to dietary diversity, sustainable beneficiation of natural capital, and ‘food choice for well-being’, highlighted the main forces governing the current context, and future interventions of the project. Moreover, when viewed as co-evolving processes within the multi-level perspective, our identified microlevel leverage points—multi-faceted literacy, youth empowerment, deliberative policymaking, and promotion of sustainable diet aspirations—can be linked and developed through existing national macro-level strategies. Thus, co-designing to problematize transformational SDT, centered on an interdisciplinary outlook and informational governance, could streamline research implementation outcomes to re-structure socio-technical sectors and reconnect people to nature-based solutions. Such legitimate aspirations could be relevant in countries bearing complex socio-political legacies and bridge the local–global goals coherently. This work provides a collaborative framework required to develop impact-driven activities needed to inform evidence-based policies on sustainable diets.

Medicinal plants contribute substantially to the well-being of people in large parts of the world, providing traditional medicine and supporting livelihoods from trading plant parts, which is especially significant for women in low-income communities. However, the availability of wild medicinal plants is increasingly threatened; for example, the Natal Lily (Clivia miniata), which is one of the most widely traded plants in informal medicine markets in South Africa, lost over 40% of individuals over the last 90 years. Understanding the species’ response to individual and multiple pressures is essential for prioritizing and planning conservation actions. To gain this understanding, we simulated the future range and abundance of C. miniata by coupling Species Distribution Models with a metapopulation model (RAMAS-GIS). We contrasted scenarios of climate change (RCP2.6 vs. RCP8.5), land cover change (intensification vs. expansion), and harvesting (only juveniles vs. all life stages). All our scenarios pointed to continuing declines in suitable habitat and abundance by the 2050s. When acting independently, climate change, land cover change, and harvesting each reduced the projected abundance substantially, with land cover change causing the most pronounced declines. Harvesting individuals from all life stages affected the projected metapopulation size more negatively than extracting only juveniles. When the three pressures acted together, declines of suitable habitat and abundance accelerated but uncertainties were too large to identify whether pressures acted synergistically, additively, or antagonistically. Our results suggest that conservation should prioritize the protection of suitable habitat and ensure sustainable harvesting to support a viable metapopulation under realistic levels of climate change. Inadequate management of C. miniata populations in the wild will likely have negative consequences for the well-being of people relying on this ecosystem service, and we expect there may be comparable consequences relating to other medicinal plants in different parts of the world.

UAV-based multispectral vegetation indices are often used to assess crop performance and water consumptive use. However, their ability to assess the interaction between water, especially deficit irrigation, and nitrogen application rates in irrigated agriculture has been less explored. Understanding the effect of water-nitrogen interactions on vegetation indices could further support optimal water and N management. Therefore, this study used a split plot design with water being the main factor and N being the sub-factor. African eggplants were drip irrigated at 100% (I100), 80% (I80) or 60% (I60) of the crop water requirements and received 100% (F100), 75% (F75), 50% (F50) or 0% (F0) of the crop N requirements. Results showed that the transformed difference vegetation index (TDVI) was best in distinguishing differences in leaf moisture content (LMC) during the vegetative stage irrespective of the N treatment. The green normalized difference vegetation index (GNDVI) worked well to distinguish leaf N during vegetative and full vegetative stages. However, the detection of the interactive effect of water and N on crop performance required a combination of GNDVI, NDVI and OSAVI across both stages as each of these 3 VI showed an ability to detect some but not all treatments. The fact that a certain amount of irrigation water can optimize the efficiency of N uptake by the plant is an important criterion to consider in developing crop specific VI based decision trees for crop performance assessments and yield prediction.

This paper follows the transition from ethnobotany to a deeper scientific understanding of the food and medicinal properties of African agroforestry tree products as inputs into the start of domestication activities. It progresses on to the integration of these indigenous trees as new crops within diversified farming systems for multiple social, economic and environmental benefits. From its advent in the 1990s, the domestication of indigenous food and non-food tree species has become a global programme with a strong African focus. This review of progress in the third decade is restricted to progress in Africa, where multi-disciplinary research on over 59 species has been reported in 759 research papers in 318 science publications by scientists from over 833 research teams in 70 countries around the world (532 in Africa). The review spans 23 research topics presenting the recent research literature for tree species of high priority across the continent, as well as that in each of the four main ecological regions: the humid zone of West and Central Africa; the Sahel and North Africa; the East African highlands and drylands; and the woody savannas of Southern Africa. The main areas of growth have been the nutritional/medicinal value of non-timber forest products; the evaluation of the state of natural resources and their importance to local people; and the characterization of useful traits. However, the testing of putative cultivars; the implementation of participatory principles; the protection of traditional knowledge and intellectual property rights; and the selection of elite trees and ideotypes remain under-researched. To the probable detriment of the upscaling and impact in tropical agriculture, there has been, at the international level, a move away from decentralized, community-based tree domestication towards a laboratory-based, centralized approach. However, the rapid uptake of research by university departments and national agricultural research centres in Africa indicates a recognition of the importance of the indigenous crops for both the livelihoods of rural communities and the revitalization and enhanced outputs from agriculture in Africa, especially in West Africa. Thus, on a continental scale, there has been an uptake of research with policy relevance for the integration of indigenous trees in agroecosystems and their importance for the attainment of the UN Sustainable Development Goals. To progress this in the fourth decade, there will need to be a dedicated Centre in Africa to test and develop cultivars of indigenous crops. Finally, this review underpins a holistic approach to mitigating climate change, as well as other big global issues such as hunger, poverty and loss of wildlife habitat by reaping the benefits, or ‘profits’, from investment in the five forms of Capital, described as ‘land maxing’. However, policy and decision makers are not yet recognizing the potential for holistic and transformational adoption of these new in

We developed an empirical soil wetting geometry model for silty clay loam and coarse sand soils under a semi-permeable porous wall line source Moistube Irrigation (MTI) lateral irrigation. The model was developed to simulate vertical and lateral soil water movement using the Buckingham pi (p) theorem. This study was premised on a hypothesis that soil hydraulic properties influence soil water movement under MTI. Two independent, but similar experiments, were conducted to calibrate and validate the model using MTI lateral placed at a depth of 0.2 m below the soil surface in a soil bin with a continuous water supply (150 kPa). Soil water content was measured every 5 min for 100 h using MPS-2 sensors. Model calibration showed that soil texture influenced water movement (plt; 0.05) and showed a good ft for wetted widths and depths for both soils (nRMSE = 0.5–10%; NSE = 0.50; and d-index = 0.50. The percentage bias (PBIAS) statistic revealed that the models’ under-estimated wetted depth after 24 h by 21.9% and 3.9% for silty clay loam and sandy soil, respectively. Sensitivity analysis revealed agreeable models’ performance values. This implies the model’s applicability for estimating wetted distances for an MTI lateral placed at 0.2 m and MTI operating pressure of 150 kPa. We concluded that the models are prescriptive and should be used to estimate wetting geometries for conditions under which they were developed. Further experimentation under varying scenarios for which MTI would be used, including feld conditions, is needed to further validate the model and establish robustness. MTI wetting geometry informs placement depth for optimal irrigation water usage.

The COVID-19 pandemic brought unprecedented socio-economic changes, ushering in a “new (ab)normal” way of living and human interaction. The water sector was not spared from the effects of the pandemic, a period in which the sector had to adapt rapidly and continue providing innovative water and sanitation solutions. This study unpacks and interrogates approaches, products, and services adopted by the water sector in response to the unprecedented lockdowns, heralding novel terrains, and fundamental paradigm shifts, both at the community and the workplace. The study highlights the wider societal perspective regarding the water and sanitation challenges that grappled society before, during, after, and beyond the pandemic. The premise is to provide plausible transitional pathways towards a new (ab)normal in adopting new models, as evidenced by the dismantling of the normal way of conducting business at the workplace and human interaction in an era inundated with social media, virtual communication, and disruptive technologies, which have transitioned absolutely everything into a virtual way of life. As such, the novel approaches have fast-tracked a transition into the 4th Industrial Revolution (4IR), with significant trade-offs to traditional business models and human interactions.

Africa has a long history of novel and re-emerging infectious disease outbreaks. This reality has attracted the attention of researchers interested in the general research theme of predicting infectious diseases. However, a knowledge mapping analysis of literature to reveal the research trends, gaps, and hotspots in predicting Africa’s infectious diseases using bibliometric tools has not been conducted. A bibliometric analysis of 247 published papers on predicting infectious diseases in Africa, published in the Web of Science core collection databases, is presented in this study. The results indicate that the severe outbreaks of infectious diseases in Africa have increased scientific publications during the past decade. The results also reveal that African researchers are highly underrepresented in these publications and that the United States of America (USA) is the most productive and collaborative country. The relevant hotspots in this research field include malaria, models, classification, associations, COVID-19, and cost-effectiveness. Furthermore, weather-based prediction using meteorological factors is an emerging theme, and very few studies have used the fourth industrial revolution (4IR) technologies. Therefore, there is a need to explore 4IR predicting tools such as machine learning and consider integrated approaches that are pivotal to developing robust prediction systems for infectious diseases, especially in Africa. This review paper provides a useful resource for researchers, practitioners, and research funding agencies interested in the research theme—the prediction of infectious diseases in Africa—by capturing the current research hotspots and trends.

To address the knowledge and coordination gaps and foster an enabling policy and investment environment, the Food, Agriculture and Natural Resources Policy Analysis Network (FANRPAN), together with the Agriculture Consultative Forum (ACF) and the International Water Management Institute (IWMI) hosted its first National Policy Dialogue at the Radisson Blu Hotel in Lusaka, Zambia, on 18 August 2022. The Dialogue is part of the CGIAR initiative on Diversification in East and Southern Africa, launched by CGIAR (including IWMI, CIAT, CIMMYT, ILRI, IFPRI, IITA, and WorldFish).

This paper aims to provide an overview of Zambian policies related to agriculture and climate adaptation in preparation for the Zambia National Policy Dialogue, scheduled for 18 August 2022 in Lusaka, Zambia. The dialogue is a joint programme with CGIAR Initiative on Diversification of East and Southern Africa led by International Water Management Institute (IWMI) Southern Africa, the Food, Agriculture and Natural Resources Policy Analysis Network (FANRPAN) South Africa, and Agricultural Consultative Forum (ACF) Zambia. The paper includes an overview of the economic and administrative profile of the country and a descriptive overview of the agricultural and climate policies that are expected to be critically debated at the Dialogue.

To address the knowledge and coordination gaps and foster an enabling policy and investment environment, the Food, Agriculture and Natural Resources Policy Analysis Network (FANRPAN), together with the International Water Management Institute (IWMI), and the local partner, the Kenya Institute for Public Policy Research and Analysis (KIPPRA) hosted the Kenya National Policy Dialogue at ILRI in Nairobi on 21 November 2022. The dialogue is part of the CGIAR initiative: Diversification and Intensification in East and Southern Africa, launched by CGIAR.

National policy hubs aim to improve the enabling institutional and policy environment to guide climate-resilient agricultural transition in ESA. Specific hub activities can be described as the 4Ds (diagnose, design, develop, and deploy). Policy hubs diagnose the needs and knowledge gaps related to sustainable intensification and diversification of maize -mixed farming, de-risking through digitized agro-advisory services, agribusiness, empowerment, and multilevel scaling by aggregating research-based findings from the work packages and partners of Ukama Ustawi Initiative. This step is followed by designing and developing multistakeholder dialogues to communicate these findings with stakeholders, and consequently, informing policymaking and implementation on this basis. The first dialogue takes place in Zambia in August 2022, followed by Kenya and Zimbabwe. Finally, the hub will guide governments and other partners to deploy policies and strategies and follow up with policymaking and implementation through effective monitoring and evaluation mechanisms.

The report creates contexts for a systemic understanding of the CGIAR Transforming agric-food system (TAFS-WCA) initiative starting with work package (WP) 3 and expanding the causality effects across the other WPs of the Initiative. The main focus of WP3 is inclusive landscape management, whereby access to and proper use of land and water resources is a prerequisite to building a healthy, productive environment for resilient agri-food systems and livelihoods. Mapping synergies with other Work Packages ensure that respective contributions are integrated and impactful. The process intends to provide policymakers, researchers, and practitioners with a strategic framework to activate solutions temporarily with a stakeholder-defined suite of scenarios.

This is a report on the survey of WEF Nexus teaching in selected higher education and tertiary institutions in South Africa, outcomes of the WEF Nexus short training programmes, and the development of WEF Nexus teaching material. The report presents the survey results on WEF Nexus teaching in South African higher and tertiary education institutions. The main findings of the survey are that; there is general knowledge of the WEF Nexus in the country, some of the institutions have been involved in WEF Nexus apos;trainingapos; for a while now, WEF Nexus activities are found mainly in water-related departments at most institutions, WEF Nexus related work is mainly embedded in MSc and PhD research programmes, the WEF Nexus covered are wide but focused mainly on concepts, frameworks and application of models and tools. Most believed WEF Nexus should be focused on postgraduate students, and their institutions would welcome WEF Nexus-related teaching and learning. The deliverable also reports two WEF Nexus short course training undertaken in 2021 and 2022, initially virtually (due to Covid-19 restrictions) and then in person in 2022. The short courses were very well received, attracting more than 80 participants worldwide for the virtual versions and some 50 students for the in-person training. Details of the course contents of the training are presented in the report.

To support the implementation of environmental flows (e-flows), we piloted a three-dimensional digital modeling approach to monitor the changes in river ecosystems. A high-resolution 3D model of study sites in the Crocodile River, South Africa, was constructed and used to test its utility and value to monitor changes in river ecosystem structure over time. The initial demonstration of the approach shows highly detailed 3D models of nine tracks across the study sites. The output represents the velocity-depth and bathymetry variability of each site in 3D. The dataset successfully demonstrated the potential value of adopting the approach for e-flow implementation to monitor the habitat dynamism to support the timely management of river health. In the next phase, this assessment will integrate the 3D modeling approach into a hydrodynamic modeling framework to investigate dynamic relationships between flow-ecosystem and ecosystem services.

The miniSASS was developed as a citizen science tool for monitoring the health of river systems and reflecting the water quality through assessing macroinvertebrates communities. The miniSASS samples the macroinvertebrate community in a river reach and compares the community present to the expected community under ideal natural conditions. The information garnered during a survey relies heavily on the accurate identification of macroinvertebrates by lows killed citizen scientists. This leaves a potential for errors in identification which may impact the accuracy of results and, ultimately, of the river health assessment. In response, we initiated the development of a smartphone application with built-in machine-learning algorithms for the automatic, real-time identification of macroinvertebrates. This report presents our data, methodology, and preliminary results from the automated identification algorithms.

The African continent harbours many native species with nutraceutical and pharmaceutical potential. This study reviewed underutilised crops in South Africa to determine their potential as food and herbal medicinal crops. Over 5,000 species have been identified and earmarked for their medical attributes in formal and informal setups. Researchers, plant breeders and policymakers have mostly ignored the development potential of these crops. Consequently, their value chains are poorly developed. In South Africa, there is a wide range of neglected and underutilised crops, which were historically popular and used by communities; however, over the years, they have lost their status within farming systems and been relegated to the status of neglected and underutilised. Recently, driven by the need to transition to more sustainable and resilient food systems, there has been renewed interest in their potential as food and herbal medicinal crops to establish new value chains that include vulnerable groups. They are now gaining global attention, and their conservation and sustainable utilisation are now being prioritized. The review confirmed that several of these crops possess nutraceutical and pharmaceutical properties, highlighting their potential for development as food and herbal medicines. However, current production levels are too low to meet the requirements for industrial development; research and development should focus on all aspects of their value chain, from crop improvement to utilisation. A transdisciplinary approach involving a wide range of actors is needed to develop the identified neglected and underutilised crops’ potential as food and herbal medicinal crops and support the development of new and inclusive value chains.

Smallholder farmers depend on healthy and productive crop yields to sustain their socio-economic status and ensure livelihood security. Advances in South African precision agriculture in the form of unmanned aerial vehicles (UAVs) provide spatially explicit near-real-time information that can be used to assess crop dynamics and inform smallholder farmers. The use of UAVs with remote-sensing techniques allows for the acquisition of high spatial resolution data at various spatio-temporal planes, which is particularly useful at the scale of fields and farms. Specifically, crop chlorophyll content is assessed as it is one of the best known and reliable indicators of crop health, due to its biophysical pigment and biochemical processes that indicate plant productivity. In this regard, the study evaluated the utility of multispectral UAV imagery using the random forest machine learning algorithm to estimate the chlorophyll content of maize through the various growth stages. The results showed that the near-infrared and red-edge wavelength bands and vegetation indices derived from these wavelengths were essential for estimating chlorophyll content during the phenotyping of maize. Furthermore, the random forest model optimally estimated the chlorophyll content of maize over the various phenological stages. Particularly, maize chlorophyll was best predicted during the early reproductive, late vegetative, and early vegetative growth stages to RMSE accuracies of 40.4 mol/m-2 , 39 mol/m-2 , and 61.6 mol/m-2 , respectively. The least accurate chlorophyll content results were predicted during the mid-reproductive and late reproductive growth stages to RMSE accuracies of 66.6 mol/m-2 and 69.6 mol/m-2 , respectively, as a consequence of a hailstorm. A resultant chlorophyll variation map of the maize growth stages captured the spatial heterogeneity of chlorophyll within the maize field. Therefore, the study’s findings demonstrate that the use of remotely sensed UAV imagery with a robust machine algorithm is a critical tool to support the decision-making and management in smallholder farms.

This study reveals rainfall variability and trends in the African continent using TAMSAT data from 1983 to 2020. In the study, a Mann–Kendall (MK) test and Sen’s slope estimator were used to analyze rainfall trends and their magnitude, respectively, under monthly, seasonal, and annual timeframes as an indication of climate change using different natural and geographical contexts (i.e., sub-regions, climate zones, major river basins, and countries). The study finds that the highest annual rainfall trends were recorded in Rwanda (11.97 mm/year), the Gulf of Guinea (river basin 8.71 mm/year), the tropical rainforest climate zone (8.21 mm/year), and the Central African region (6.84 mm/year), while Mozambique (-0.437 mm/year), the subtropical northern desert (0.80 mm/year), the west coast river basin of South Africa (-0.360 mm/year), and the Northern Africa region (1.07 mm/year) show the lowest annual rainfall trends. There is a statistically significant increase in the rainfall in the countries of Africa’s northern and central regions, while there is no statistically significant change in the countries of the southern and eastern regions. In terms of climate zones, in the tropical northern desert climates, tropical northern peninsulas, and tropical grasslands, there is a significant increase in rainfall over the entire timeframe of the month, season, and year. This implies that increased rainfall will have a positive effect on the food security of the countries in those climatic zones. Since a large percentage of Africa’s agriculture is based only on rainfall (i.e., rain-fed agriculture), increasing trends in rainfall can assist climate resilience and adaptation, while declining rainfall trends can badly affect it. This information can be crucial for decision-makers concerned with effective crop planning and water resource management. The rainfall variability and trend analysis of this study provide important information to decision-makers that need to effectively mitigate drought and flood risk.

Research-engaged decision making and policy reform processes are critical to advancing resilience, adaptation, and transformation in social-ecological systems under stress. Here we propose a new conceptual framework to assess opportunities for research engagement in the policy process, building upon existing understandings of power dynamics and the political economy of policy reform. We retrospectively examine three cases of research engagement in small-scale fisheries policy and decision making, at national level (Myanmar) and at regional level (Pacific Islands region and sub-Saharan Africa), to illustrate application of the framework and highlight different modes of research engagement. We conclude with four principles for designing research to constructively and iteratively engage in policy and institutional reform: (a) nurture multi-stakeholder coalitions for change at different points in the policy cycle, (b) engage a range of forms and spaces of power, (c) embed research communications to support and respond to dialogue, and (d) employ evaluation in a cycle of action, learning, and adaptation. The framework and principles can be used to identify entry points for research engagement and to reflect critically upon the choices that researchers make as actors within complex processes of change.

There is a scarcity of long-term groundwater hydrographs from sub-Saharan Africa to investigate groundwater sustainability, processes and controls. This paper presents an analysis of 21 hydrographs from semi-arid South Africa. Hydrographs from 1980 to 2000 were converted to standardised groundwater level indices and rationalised into four types (C1–C4) using hierarchical cluster analysis. Mean hydrographs for each type were cross-correlated with standardised precipitation and streamflow indices. Relationships with the El Nino– Southern Oscillation (ENSO) were also investigated. The four hydrograph types show a transition of autocorrelation over increasing timescales and increasingly subdued responses to rainfall. Type C1 strongly relates to rainfall, responding in most years, whereas C4 notably responds to only a single extreme event in 2000 and has limited relationship with rainfall. Types C2, C3 and C4 have stronger statistical relationships with standardised streamflow than standardised rainfall. C3 and C4 changes are significantly (p lt; 0.05) correlated to the mean wet season ENSO anomaly, indicating a tendency for substantial or minimal recharge to occur during extreme negative and positive ENSO years, respectively. The range of different hydrograph types, sometimes within only a few kilometres of each other, appears to be a result of abstraction interference and cannot be confidently attributed to variations in climate or hydrogeological setting. It is possible that high groundwater abstraction near C3/C4 sites masks frequent small-scale recharge events observed at C1/C2 sites, resulting in extreme events associated with negative ENSO years being more visible in the time series.

The role of hydropower in the renewable energy mix for Africaapos;s green development is widely recognised and underpinned by respective government and development partner funded initiatives. However, the growing demand for energy must be balanced with considerations for resource protection and benefit sharing of water resource developments with vulnerable human communities. An international conference on water stewardship for sustainable hydropower brought together key stakeholders in Nairobi, Kenya. This paper aims to synthesise the key messages of experts who attended the conference, presents the emerging body of good practice policies, plans and action in developing sustainable hydropower in Sub-Saharan Africa, and provides recommendations for the way forward. Outcomes of the conference include considerations, planning for sustainable resource development, resource protection considerations, sharing of resource development benefits, and putting the promise into practice. This discussion describes the nature of our planning and management mistakes in the past, presents good practice options and how to implement sustainable hydropower in the future.

Livestock is an integral part of the agricultural system in sub-Saharan Africa, serving as a food source, income, fertilizer, and power for farming and transportation. However, the productivity of the livestock system has been hampered due to a lack of sufficient quantity and quality feed. This study evaluates the gaps and constraints of fodder and nutritional potential for livestock feed using small-scale irrigation (SSI). The study comprised of 30 randomly selected farmers from two different ecological zones in Ethiopia. Half of the farmers cultivated Napier grass (Pennisetum purpureum) in the Robit watershed in northern Ethiopia, and the other half cultivated mixed vetch (Lathyrus cicera) and oats (Avena sativa) in Lemo watershed in southern Ethiopia. The Soil and Water Assessment Tool (SWAT) and Agricultural Policy Environmental eXtender (APEX) were applied in an integrated manner to assess the impacts of SSI at the watershed and field-scale levels, respectively. The watershed-scale analysis showed that there is a substantial amount of surface runoff and shallow groundwater recharge that could be used for dry season fodder production using irrigation. Field data calibrated APEX model indicated that Napier yield could be maximized with 550 mm of water in Robit watershed. While in the Lemo watershed, maximum vetch and oats yield may be achieved with 250 mm of water. The major constraints for Napier and oats production in the study sites were soil fertility, especially nitrogen and phosphorus, and vetch production was limited by high temperature. Fodder samples were collected at the time of harvest to evaluate feed quality. The nutritional analysis indicated that Napier grass has a higher dry matter and ash (mineral) content compared to oats and vetch. However, vetch has higher crude protein content (18%) compared to Napier (10%) and oats (6%). Overall the study indicated that cultivating vetch provided superior performance in terms of providing quality feed and environmental services.

Expansion of various types of water infrastructure is critical to water security in Africa. To date, analysis of adverse disease impacts has focused mainly on large dams. The aim of this study was to examine the effect of both small and large dams on malaria in four river basins in sub-Saharan Africa (i.e., the Limpopo, Omo-Turkana, Volta and Zambezi river basins). The European Commission’s Joint Research Center (JRC) Yearly Water Classification History v1.0 data set was used to identify water bodies in each of the basins. Annual malaria incidence data were obtained from the Malaria Atlas Project (MAP) database for the years 2000, 2005, 2010 and 2015. A total of 4907 small dams and 258 large dams in the four basins, with 14.7million people living close (lt; 5 km) to their reservoirs in 2015, were analysed. The annual number of malaria cases attributable to dams of either size across the four basins was 0.9–1.7 million depending on the year, of which between 77 and 85% was due to small dams. The majority of these cases occur in areas of stable transmission. Malaria incidence per kilometre of reservoir shoreline varied between years but for small dams was typically 2–7 times greater than that for large dams in the same basin. Between 2000 and 2015, the annual malaria incidence showed a broadly declining trend for both large and small dam reservoirs in areas of stable transmission in all four basins. In conclusion, the malaria impact of dams is far greater than previously recognized. Small and large dams represent hotspots of malaria transmission and, as such, should be a critical focus of future disease control efforts.

Recently, increasing attention has been paid to entrepreneurial ecosystems and the process of their formation and function. Researchers have noted the important role that intermediary organizations such as incubators play in connecting various actors within ecosystems. Yet our understanding of this role is limited to a few empirical insights. Using resource dependence and embeddedness as theoretical lenses, the present research examines the role of incubators in entrepreneurial ecosystem formation and function, and analyzes how intermediation activities shape collaboration patterns embedded within entrepreneurial ecosystems. Our findings are based on an empirical investigation of two entrepreneurial ecosystems, one in Kenya and one in Uganda. Our analysis of 38 semi-structured interviews with entrepreneurial actors in these ecosystems reveals the underlying structural, operational, and relational conditions that influence the actors’ interaction with each other. We propose three collaboration patterns that emerge among actors in entrepreneurial ecosystems under these conditions: one-sided dependency-based, joint dependency-based, and mutual dependency-based collaborations. We discuss these patterns in detail and identify the circumstances in which each is most likely to occur. This empirical setting clearly shows that beyond their primary roles of providing space, network, and advice to entrepreneurs, intermediary organizations in entrepreneurial ecosystems play a significant role in orchestrating collaborations. Finally, we reflect on the limitations of this study and offer implications for future research.

With the impulse to control and order the disorderly, the threads or tributaries of affect and emotion, which mimic the meanderings of the aquifer itself, are often oversimplified or ignored. These are not anomalies of citizen science (CS) but ‘normal’ and expected ‘disconnects’ that surface when working within a multidisciplinary environment. The article adds value to current discourse on CS by reflecting on the confusing configurations and shifting allegiances that are part and parcel of CS experience. In presenting research from a current project in the Hout Catchment, Limpopo Province in South Africa, it suggests that CS is often oversimplified and does not capture the array of emotions that emerge at multiple scales around CS projects. The authors reflect on the field, which is fraught, fragile and fleeting—and on the intrusions into the field—similar itself to an aquifer with its dykes and flows. Considering CS within the frame of feminist philosophy, it is emancipatory and personally transformative with the element of ‘surprise’ that the end point is undetermined—and the process, however much ‘planned’ is unknown. CS in this instance is a powerful tool for creating virtuous cycles of inclusion and equality and promoting sustainable development through improved water literacy through a grassroot, out-of-the-classroom pedagogy.

Despite the rapid extension of public service delivery since the end of Apartheid, many rural citizens in South Africa still rely on their own initiatives and infrastructure to access water. They construct, improve, operate and maintain infrastructure of different complexities, from individual wells to complex collectively owned water schemes. While most of these schemes operate without legal recognition, they provide essential services to many households. In this article we will first provide an overview of the growing international body of literature describing self-supply as an alternative pathway for public service delivery. We then take a historical perspective on the role of communities and self-supply in South Africa and describe the emergence of six collectively owned, gravity-fed, piped schemes in Tshakhuma, Limpopo Province. We describe and compare these systems using key characteristics like resource access, investment, construction, operation, maintenance and institutional governance. We further assess their performance with regard to coverage, service level, reliability, governance structure, accountability and water quality. We do so because we are convinced that lessons learned from studying such schemes as locally adapted prototypes have the potential to improve public approaches to service delivery. The described cases show the willingness of community members to engage with service delivery and their ability to provide services in cases where the state has failed. The assessment also highlights problematic aspects of self-supply related to a lack of accountability, technical expertise and the exclusion of disadvantaged community members. By describing and assessing the performance of rural self-supply schemes, we aim to recognize, study and learn from such schemes. We consequently do not conclude this article by providing answers, but by raising some pertinent, policy-relevant questions.

Scaling is a ubiquitous concept in agricultural research in the global south as donors require their research grantees to prove that their results can be scaled to impact upon the livelihoods of a large number of beneficiaries. Recent studies on scaling have brought critical perspectives to the rather technocratic tendencies in the agricultural innovations scaling literature. Drawing on theoretical debates on spatial strategies and practical experience of agricultural innovation scaling in Ethiopia, this paper adds to the current debate on what constitutes scaling and how to overcome critical scaling constraints. The data for the paper came from a qualitative assessment using focus group discussions, key informant interviews, and document analysis on scaling work done in Ethiopia by a USAID-funded research for development project. The paper concludes with four broad lessons for the current understating of agricultural innovation scaling. First, scaling of agricultural innovations requires a balanced focus on technical requirements and associated social dynamics surrounding scaling targets, actors involved and their social relations. Second, appreciating the social dynamics of scaling emphasizes the fact that scaling is more complex than a linear rolling out of innovations towards diffusion. Third, scaling may not be strictly planned; instead, it might be an extension of the innovation generation process that relies heavily on both new and long-term relationships with key partners, trust, and continuous reflection and learning. Fourth, the overall implication of the above three conclusions is that scaling strategies need to be flexible, stepwise, and reflective. Despite the promises of flourishing scaling frameworks, scaling strategies it would appear from the Africa RISING experience that, if real impact is to be achieved, approaches will be required to be flexible enough to manage the social, processual and emergent nature of the practice of scaling.

Worldwide, off-grid solar photovoltaic irrigation is currently being developed with the expectation that it will help secure water access to increase food production, reduce fuel-based carbon emissions and energy costs, and increase human resilience to climate change. In developing countries across the Middle East and North Africa, South East Asia and Sub-Saharan Africa, the adoption of solar technology in agriculture to lift groundwater is rapidly expanding, following decreases in pump costs, economic incentives, and development partner initiatives. Solar irrigation potentially provides a cost-effective and sustainable energy source to secure food production and sustain livelihoods in line with multiple Sustainable Development Goals, but achieving such potential requires improved policies and institutions to coordinate across numerous stakeholders, objectives, and approaches. This paper uses cases and observations from across regions to propose a framework to support policy, regulation, and monitoring for environmentally sustainable and socio-economically inclusive solar irrigation investments. While not exhaustive, the components seek to address the intersection of energy, water and food security, as well as social equity. The paper emphasizes the need for an understanding of how solar irrigation can be scaled to be both accessible for smallholder farmers and environmentally sustainable.

Recycling of wastewater provides a substantial solution to the global issue of water scarcity and high water use in aquaculture. However, this sustainable way of wastewater use has not been given much attention and exploration. This study focused on the consumer preference for fish grown in treated wastewater as well as the effect of aeration on the growth performance and economic benefit of African catfish (Clarias gariepinus) grown in treated wastewater. Two hundred (200) respondents from two communities (Chirapatre and Gyinyase) near the wastewater treatment plant in Kumasi were interviewed to determine their willingness to accept and pay for African catfish grown in treated wastewater. For the growth trial, a total of 600 fish (of average initial weight 39.12g) were stocked in two maturation ponds with 4 h (3:00am–7:00am) of aeration daily. The trial lasted for 12 weeks and variables monitored included the survival, growth performance (weight gain, specific growth rate, and yield) and water quality. Fish cultured in non-aerated wastewater ponds (NWFPs) under similar conditions as in aerated wastewater-fed ponds (AWFPs) served as control. The results indicated most important considerations for consumers in their choice of fish to consume were in order of importance; food safety, freshness of fish, taste and packaging. The proximity of consumers to the treatment plant, the price of fish, religion, and age and whether or not they were fish consumers affected their willingness to pay for African catfish grown in the treated wastewater significantly. For the growth trial, dissolved oxygen concentrations in the aerated ponds were significantly higher than in the NWFPs and this led to more than a doubling of the growth rates in the African catfish grown in the AWFPs (189.10g 11.32) as compared to the NWFPs (90.70g 11.59). The pond aeration improved fish growth significantly (p lt; 0.0098). On economic benefit, the aerated system yielded profits of 618.83 (103.13) as compared to a loss of 104.99 (17.50), which was incurred in the non-aerated ponds. Education of the consumers on the process of wastewater treatment and establishment of food safety guidelines will therefore be recommended to increase consumer interest in consuming fish from the treated wastewater.

Achieving rice self-sufficiency in West Africa will require an expansion of the irrigated rice area under water-scarce conditions. However, little is known about how much area can be irrigated and where and when water-saving practices could be used. The objective of this study was to assess potentially irrigable lands for irrigated rice cultivation under water-saving technology in Burkina Faso. A two-step, spatially explicit approach was developed and implemented. Firstly, machine learning models, namely Random Forest (RF) and Maximum Entropy (MaxEnt) were deployed in ecological niche modeling (ENM) approach to assess the land suitability for irrigated rice cultivation. Spatial datasets on topography, soil characteristics, climate parameters, land use, and water were used along with the current distribution of irrigated rice locations in Burkina Faso to drive ENMs. Secondly, the climatic suitability for alternate wetting and drying (AWD), an irrigation management method for saving water in rice cultivation in irrigated systems, was assessed by using a simple water balance model for the two main growing seasons (February to June and July to November) on a dekadal time scale. The evaluation metrics of the ENMs such as the area under the curve and percentage correctly classified showed values higher than 80% for both RF and MaxEnt. The top four predictors of land suitability for irrigated rice cultivation were exchangeable sodium percentage, exchangeable potassium, depth to the groundwater table, and distance to stream networks and rivers. Potentially suitable lands for rice cultivation in Burkina Faso were estimated at 21.1 × 105 ha. The whole dry season was found suitable for AWD implementation against 25–100% of the wet season. Soil percolation was the main driver of the variation in irrigated land suitability for AWD in the wet season. The integrated modeling and water balance assessment approach used in this study can be applied to other West African countries to guide investment in irrigated rice area expansion while adapting to climate change.

Arid areas in East Africa are characterized by physical water scarcity. The physical water scarcity is further exacerbated by poor water quality (mainly salinity and fluoride) of mainly groundwater sources. Combined physical water scarcity and poor water quality makes the region a hydrogeologically difficult environment. Nevertheless, some viable high-yielding aquifers exist in East Africa. Difficult hydrogeology means that the best practices of reaching rural dwellers, towns, and urban centers require specialized financial, technical, and engineering approaches. The chapter describes the hydrogeology difficulty and the ongoing management strategies and its implications for the Water, Sanitation and Hygiene sector in East Africa arid regions.

A review of global trends in water governance reveals a paradigm dominated by political and institutional change which becomes increasingly aligned with global shifts towards sustainability and also a rapid decline in the hydraulic mission. Closely aligned to these trends, but distinct in its own trajectory, South Africa’s water governance dynamics have evolved through a period of considerable socio-political change marked by inequitable resource allocation and water scarcity. This paper presents the results of a review of water governance research and development (Ramp;D) trends in South Africa, aimed at informing the national funding agency – the Water Research Commission (WRC) – in its agenda-setting process for future water governance research. Through a bibliometric analysis, a data-mining exercise, and stakeholder consultations, this paper distils four key areas of focus for the future of water governance research in South Africa: (i) that future water governance research needs to be more needs-based, solution-oriented and embedded within real-life contexts; (ii) the need for a paradigm shift in water governance research to a constructive, adaptive and rapid response research agenda in an environment of increasing change and uncertainty; (iii) the need for the enabling environment to be strengthened, including acknowledgement of the role of individuals as agents of change, and the role of WRC in establishing a community of practice for water governance experts that can respond to issues with agility; and (iv) a consolidation of fragmented project-based knowledge to a programmatic approach that builds the pipeline of expertise in the water governance Ramp;D domain.

Establishing worldwide sustainable and phosphorus efficient cropping systems is urgently needed because the supply of suitable phosphate rock is limited, and excess phosphorus in streams causes eutrophication. One of the impediments in the developing world for sustainable P practices is the lack of studies on P transport and its eventual disposition in the environment. One of these regions with few studies is the Ethiopian Highlands, with permeable volcanic soils. The objective was to establish baseline data on P watershed export in the (sub)humid highlands. Two contrasting watersheds were selected near Lake Tana. For 2 years, stream discharge and sediment, total P, dissolved P, and bioavailable particulate P concentrations were determined at the watershed outlet. The first watershed is the 57 km2 Dangishta, with lava intrusion dikes, forcing subsurface flow through faults to the surface and preventing gully formation. Subsurface flow was half of the 1745 mm annual precipitation, and surface runoff and erosion were minimal. The second watershed is the 9 km2 Robit Bata with 1,420 mm precipitation. The banks of several river banks were slumping. The upper part of the watershed generates saturation excess runoff. A hillslope aquifer in the lower part provided interflow. The average sediment concentrations of 10.5 g L-1 in the stream in Robit Bata (11 times that in Dangishta) reflected the sediments from banks slipping in the stream. The hydrology and the soil loss directly affected the phosphorus export. In Dangishta, the total P concentration averaged 0.5 mg L-1 at the outlet. In Robit Bata, the average total P concentration was 2 mg L-1 . The bioavailable particulate P concentration was only twice the concentration in the runoff water. The low phosphorus content of the subsoil slipping in Robit Bata moderated biologically available particulate P at the outlet. Average dissolved P concentrations for both watersheds were around 0.1 mg L-1 in the low range found in temperate climates. It reflects the difference in length of time that phosphorus fertilizers have been applied. Our research concludes that commonly implemented practices such as strengthening river banks and stabilizing gully might not lead to improved water quality in Lake Tana.

This chapter summarizes the findings from analyses conducted by AKADEMIYA2063 on local staple food market dynamics during the COVID-19 pandemic in Africa. With the outbreak of the highly contagious virus in Africa in March 2020, various measures were implemented by African governments to contain its spread. These measures included bans on public gatherings and markets; restrictions on movement within and between countries; closures of schools, restaurants, and hotels; and curfews. All these measures were likely to cause market disruptions and revenue losses for vulnerable groups by disrupting supply and demand of agricultural staples, either directly or indirectly. The objective of these analytical studies is therefore to generate evidence on how the various COVID-19 response measures have affected food supply and demand patterns in Africa, taking into account the locational characteristics (that is, whether an area is urban or rural, has a surplus or deficit of the commodity in question, and is in a coastal or landlocked country) and whether the commodity is perishable or nonperishable. Such evidence can then be used to inform efforts to anticipate and respond to food crises arising from infectious disease outbreaks and the measures implemented to limit their spread.

Data exchange in transboundary waters is fundamental to advance cooperation in water management. Nonetheless, the degree to which data are actually shared is falling short of basin-level and international targets. A global assessment revealed that a reasonable proportion of river basins exchange some data, but the breadth of such exchange is often limited and not regular. More in-depth examination of African basins nonetheless suggests that a real need for, and use of, water data appears to motivate exchange. Indeed, evidence suggests that data exchange needs which are more directly felt enhance exchange, e.g., the direct need to minimize flood impacts or manage transboundary infrastructure. As such, data sharing is much more likely to be considered as being successful if it responds to a palpable need and serves practical uses. Also, in developing data exchange programs, it may be prudent to adopt a focused and sequential approach to data exchange that starts with a short-list of most needed parameters.

This brief analyzes selected policy and programmatic changes reported by countries across Africa resulting from the BRs and the agricultural JSRs. It is based on data and other information collected using an online questionnaire from the Directors of Agricultural Planning, or their representatives, from 14 countries—Angola, Burkina Faso, Chad, Ethiopia, Kenya, Malawi, Mali, Mozambique, Namibia, Rwanda, Senegal, Sierra Leone, and Zambia— and from representatives of two RECs, the East African Community and the Southern African Development Community. In addition, a review was conducted of the country BR briefs produced following the first BR of 2017 (AUC 2018) and the second of 2019 (AUC 2020) for several of these countries. The BR data reported by the countries was also analyzed.

This study was conducted to evaluate the feasibility of a mobile phone-based thermal and UAV-based multispectral imaging to assess the irrigation performance of African eggplant. The study used a randomized block design (RBD) with sub-plots being irrigated at 100% (I100), 80% (I80) and 60% (I60) of the calculated crop water requirements using drip. The leaf moisture content was monitored at different soil moisture conditions at early, vegetative and full vegetative stages. The results showed that, the crop water stress index (CWSI) derived from the mobile phone-based thermal images is sensitive to leaf moisture content (LMC) in I80 and I60 at all vegetative stages. The UAV-derived Normalized Difference Vegetation Index (NDVI) and Optimized Soil Adjusted Vegetation Index (OSAVI) correlated with LMC at the vegetative and full vegetative stages for all three irrigation treatments. In cases where eggplant is irrigated under normal conditions, the use of NDVI or OSAVI at full vegetative stages will be able to predict eggplant yields. In cases where, eggplant is grown under deficit irrigation, CWSI can be used at vegetative or full vegetative stages next to NDVI or OSAVI depending on available resources.

Little is known about the occurrence of emerging pollutants (EPs) in waters in the Middle East and North Africa (MENA) region despite the extensive use of low-quality water there. Available data dealing with the sources, occurrence and removal of EPs within the MENA region in different categories of water is collected, presented and analyzed in this literature review. According to the collected database, the occurrence and removal efficiency of EPs in the water matrix in the MENA region is available, respectively, for 13 and six countries of the 18 in total; no available data is registered for the rest. Altogether, 290 EPs have been observed in different water matrices across the MENA countries, stemming mainly from industrial effluents, agricultural practices, and discharge or reuse of treated wastewater (TWW). Pharmaceutical compounds figure among the most frequently reported compounds in wastewater, TWW, surface water, and drinking water. Nevertheless, pesticides are the most frequently detected pollutants in groundwater. Worryingly, 57 cases of EPs have been reported in different fresh and drinking waters, exceeding World Health Organization (WHO) and European Commission (EC) thresholds. Overall, pharmaceuticals, organic compounds, and pesticides are the most concerning EP groups. The review revealed the ineffectiveness of treatment processes used in the region to remove EPs. Negative removals of some EPs such as carbamazepine, erythromycin, and sulfamethoxazole were recorded, suggesting their possible accumulation or release during treatment. This underlines the need to set in place and strengthen control measures, treatment procedures, standards, and policies for such pollutants in the region.

The COVID-19 pandemic has significantly changed the context of global migration. From a migration perspective, the pandemic is a source of insecurities that challenge migrants, their livelihoods and migration governance. Meanwhile, curtailment in movement has led to economic decline affecting labour markets. For migrant origin and hosting countries, this poses multidimensional development challenges. Analysis from March to August 2020 of China, Ethiopia, Kyrgyzstan, Moldova, Morocco, Nepal and Thailand highlights the varying ways in which they are all severely affected by the disruptions in migration, suggesting a potentially emerging complex situation in migration patterns and pathways. The disruptions in migration and remittances have had a profound impact on migrants and migrant-sending households. The uncertainty of migration returning to pre-pandemic levels and the potential of lasting consequences on migrants and migration patterns and pathways, suggests a future of greater risk and exploitation, and a wider gap between formal and informal migration. This paper calls for greater mobility cooperation between countries and suggests strengthening mobility migration frameworks and policies for safer migration and for the rights of migrants.

This report examines social equality aspects related to resource recovery through solid waste composting and wastewater irrigation. The report shows that women are represented in greatest numbers at the base of the recycling chain, most often as informal waste pickers and as sorters of recyclables with limited access to resources and upward mobility. Despite a wide gender gap in the solid waste and sanitation sectors, women play a key role in both municipal waste reduction and food safety where irrigation water is unsafe. Analyzing the gender dimension is important for understanding household responses to recycling programs, differences between the formal and informal sectors as well as along the waste-to-resource value chain from collection to treatment and reuse. The report stresses the important role of women in household waste management, including waste segregation, and the power of women-dominated waste picker associations, where the informal sector plays an essential role alongside the formal sector.

The Middle East and North Africa region experiences severe socioeconomic and political impacts during droughts and faces increasing drought risk in future climate projections. The UN Office for Disaster Risk Reduction’s Sendai Framework and the International Drought Management Programme provide a global standard (a norm) to manage droughts through natural hazard risk reduction approaches. We use participatory engagement to evaluate whether norm diffusion has taken place in four countries. Data were collected in interviews, focus groups, workshops, and policy documents. Analysis reveals incomplete norm diffusion; stakeholders subscribe to relevant values, but national policies and implementation do not fully reflect the norm. Process tracing reveals that the availability of drought early warning data is a key barrier to risk reduction. Further more, a drought early warning system would not be feasible or sufficient unless paired with policy measures and financial mechanisms to reduce the political and economic costs of a drought declaration.

African eggplant, a traditional and important nutrient-dense crop to Tanzania’s nutrition and food security. However, yields remain low as a result of sub-optimal irrigation and fertilizer practices. To reduce the yield gap, a randomized split-plot design set up with irrigation as a main and nitrogen (N) treatments as a sub-factor. The irrigation regimes were 100 % (I100), 80 % (I80) and 60 % (I60) of crop water requirements whilst nitrogen levels were 250 kg N/ha (F100), 187 kg N/ha (F75), 125 kg N/ha (F50) and 0 kgN/ha (F0). The study evaluated the effect of irrigation water and N on crop growth variables and yield, fruit quality, WUE and NUE. The study showed the importance of combining different irrigation performance indicators which responds to different levels of water and nitrogen to evaluate and assess suitable irrigation and fertilizer strategies for African eggplant. The crop growth variables (plant height and LAI) had a good correlation with fruit yield (R2 = 0.6 and 0.8). The fruit quality was best performed by 100 % water in combination with 75 % N treatment. The best WUE and NUE was attained at 80 % and 100 % levels of water in combination with 75 % N. However, minimizing trade-offs between the various indicators, the optimal application for African eggplant would likely be around 80 % of the total irrigation requirement and 75 % of the N requirement in sandy clay loam soils under tropical sub-humid conditions.

Wetlands are abundant across the African continent and provide a range of ecosystem services on different scales but are threatened by overuse and degradation. It is essential that national governments enable and ensure the sustainable use of wetland resources to maintain these services in the long run. As informed management decisions require reliable, up-to-date, and large coverage spatial data, we propose a modular Earth observation-based framework for the geo-localisation and characterization of wetlands in East Africa. In this study, we identify four major challenges in spatial data supported wetland management and present a framework to address them. We then apply the framework comprising Wetland Delineation, Surface Water Occurrence, Land Use/Land Cover classification and Wetland Use Intensity for the whole of Rwanda and evaluate the ability of these layers to meet the identified challenges. The layers’ spatial and temporal characteristics make them combinable and the information content, of each layer alone as well as in combination, renders them useful for different wetland management contexts.

With adverse impacts of climate change growing in number and intensity, there is an urgent need to reduce emissions from food systems to net zero. This can only be achieved if rural areas in low- and middle-income countries gain access to clean energy. A review of the research and capacity building contributions of the CGIAR Research Program on Water, Land and Ecosystems (WLE) over the last 10 years suggests important contributions in the areas of energy policy and energy investment planning, cost and feasibility frameworks, and business models for clean energy technology uptake. WLE has also conducted successful pilot projects on solar irrigation to provide an evidence base for scaling up innovative energy initiatives. Finally, the program also considered non-agricultural uses of energy where relevant to food systems, and implemented capacity building activities. Going forward, CGIAR has a key role to play in providing information, supporting access and piloting innovative, scalable clean energy interventions to support the achievement of multiple impacts for the poorest and most food-insecure women and men farmers and entrepreneurs.

Accurate information on irrigated areas’ spatial distribution and extent are crucial in enhancing agricultural water productivity, water resources management, and formulating strategic policies that enhance water and food security and ecologically sustainable development. However, data are typically limited for smallholder irrigated areas, which is key to achieving social equity and equal distribution of financial resources. This study addressed this gap by delineating disaggregated smallholder and commercial irrigated areas through the random forest algorithm, a non-parametric machine learning classifier. Location within or outside former apartheid “homelands” was taken as a proxy for smallholder, and commercial irrigation. Being in a medium rainfall area, the huge irrigation potential of the Inkomati-Usuthu Water Management Area (UWMA) is already well developed for commercial crop production outside former homelands. However, information about the spatial distribution and extent of irrigated areas within former homelands, which is largely informal, was missing. Therefore, we first classified cultivated lands in 2019 and 2020 as a baseline, from where the Normalised Difference Vegetation Index (NDVI) was used to distinguish irrigated from rainfed, focusing on the dry winter period when crops are predominately irrigated. The mapping accuracy of 84.9% improved the efficacy in defining the actual spatial extent of current irrigated areas at both smallholder and commercial spatial scales. The proportion of irrigated areas was high for both commercial (92.5%) and smallholder (96.2%) irrigation. Moreover, smallholder irrigation increased by over 19% between 2019 and 2020, compared to slightly over 7% in the commercial sector. Such information is critical for policy formulation regarding equitable and inclusive water allocation, irrigation expansion, land reform, and food and water security in smallholder farming systems.

This report presents a spatial analysis conducted at global scale to identify areas of high suitability for implementing the Underground Transfer of Floods for Irrigation (UTFI) approach. The study used multiple global spatial datasets, and the related data were arranged under three categories – water supply, water demand and water storage – to assess global UTFI suitability. Among the river basins with high suitability, the Awash in Ethiopia, Ramganga in India (one of the major tributaries of the Ganges River Basin) and Chao Phraya in Thailand were selected for the economic analysis in this study. The results from this study are intended to provide a first step towards identifying the broad areas (at the river basin or country scale) where more detailed investigation would be worthwhile to ascertain the technical and economic feasibility of UTFI, with greater confidence.

Water-permit systems are widely used across Africa as a blanket requirement for small and micro irrigation enterprises, as well as large enterprises. The present study aimed to, first, further understand the implications of permit systems for both the most vulnerable and the state, and, second, based on the findings, identify options for pro-poor water legislation that also meet the water governance requirements of the state. The growing recognition of the importance of farmer-led irrigation development for food security across the continent underlines the importance of these questions. Focusing on Kenya, Malawi, South Africa, Uganda, Zimbabwe, and other African countries, we found that permit systems criminalized instead of protected the water rights of small-scale farmers. Moreover, little if any attention is paid to the logistical burdens and costs to the state of implementing such systems relative to the intended revenue generation. As many small-scale farmers in Africa were found to operate under customary land and water tenure systems, the study proposes a hybrid system of water rights that formally recognizes such practices, along with the use of permits, including enforcement of conditions for large users, to serve the interests of both the state and small-scale farmers.

Despite progressive policies and a legal framework that includes the constitutional right to sufficient water, there are still enormous problems with water service delivery in low income rural South Africa. To understand the factors responsible for the observed discrepancy between ambitious policies and disappointing water service delivery, we undertook an analysis of the implementation of these policies in Sekhukhune District, South Africa; we scrutinised the public service water delivery in that district using an actor-oriented approach. We found that during the four phases of public water services delivery – identification, planning, construction and operation – practices often deviated from the stipulated policies; we also found that accountability relations between service delivery agencies and end users were undermined by gatekeeping and patronage. We argue that there is no need for major policy changes; we concluded from our research that by mobilising mechanisms that are based on existing policies, accountability relations can be strengthened and service delivery improved. We describe an experimental approach which focuses on budget transparency and end-user-driven development; it is an approach which aims at strengthening the agency of end users while limiting possibilities for rent-seeking and gatekeeping by councillors and contractors.

Traditional methods based on field campaigns are generally used to assess the performance of irrigation schemes in Burkina Faso, resulting in labor-intensive, time-consuming, and costly processes. Despite their extensive application for such performance assessment, remote sensing (RS)-based approaches remain very much underutilized in Burkina Faso. Using multi-temporal Landsat images within the Python module for the Surface Energy Balance Algorithm for Land model, we investigated the spatiotemporal performance patterns of the Kou Valley irrigation scheme (KVIS) during two consecutive cropping seasons. Four performance indicators (depleted fraction, relative evapotranspiration, uniformity of water consumption, and crop water productivity) for rice, maize, and sweet potato were calculated and compared against standard values. Overall, the performance of the KVIS varied depending on year, crop, and the crop’s geographical position in the irrigation scheme. A gradient of spatially varied relative evapotranspiration was observed across the scheme, with the uniformity of water consumption being fair to good. Although rice was the most cultivated, a shift to more sweet potato farming could be adopted to benefit more from irrigation, given the relatively good performance achieved by this crop. Our findings ascertain the potential of such RS-based cost-effective methodologies to serve as basis for improved irrigation water management in decision support tools.

This study fills a knowledge gap about low-income rural communities’ holistic management of multiple water resources to meet their multiple needs through multiple or single-use infrastructure. Six low-income rural villages in Limpopo Province were selected with a diversity in: service levels, surface and groundwater resources, public infrastructure (designed for either domestic uses or irrigation but multiple use in reality) and self-supply (people’s individual or communal investments in infrastructure). Focusing on water-dependent livelihoods and water provision to homesteads, distant fields and other sites of use, three policy-relevant patterns were identified. First, most households have two or more sources of water to their homesteads as a vital buffer to irregular supplies and droughts. Second, infrastructure to homesteads is normally for domestic uses, livestock and, for many households, irrigation for consumption and sale. Public infrastructure to irrigate distant fields is multiple use. Exceptionally, self-supply point sources to distant fields are single use. Water bodies to other sites of use are normally multiple use. As for large-scale infrastructure, multiple-use infrastructure is cost-effective and water-efficient. Third, in four of the six villages people’s self-supply is a more important water source to homesteads than public infrastructure. In all villages, water provided through self-supply is shared. Self-supply improves access to water faster, more cost-effectively and more sustainably than public services do. In line with international debates, self-supply is there to stay and can be supported as a cost-effective and sustainable complementary mode of service delivery. A last potential policy implication regards community-driven planning, design and construction of water infrastructure according to people’s priorities. This may sustainably harness the above-mentioned advantages and, moreover, communities’ ability to manage complex multiple sources, uses and multiple-use infrastructure, whether public or self-supply, as a matter of daily life.

When drought hits water-scarce regions, there are significant repercussions for food and water security, as well as serious issues for the stability of broader social and environmental systems. To mitigate these effects, environmental monitoring and early warning systems aimed at detecting the onset of drought conditions can facilitate timely and effective responses from government and private sector stakeholders. This study uses multistage, participatory research methods across more than 135 interviews, focus groups, and workshops to assess extant climatic, agricultural, hydrological, and drought monitoring systems; key cross-sector drought impacts; and drought monitoring needs in four countries in the Middle East and North Africa (MENA) region: Morocco, Tunisia, Lebanon, and Jordan. This extensive study of user needs for drought monitoring across the MENA region is informing and shaping the ongoing development of drought early warning systems, a composite drought indicator (CDI), and wider drought management systems in each country. Overarching themes of drought monitoring needs include technical definitions of drought for policy purposes; information-sharing regimes and data-sharing platforms; ground-truthing of remotely sensed and modeled data; improved data quality in observation networks; and two-way engagement with farmers, organizations, and end-users of drought monitoring products. This research establishes a basis for informing enhanced drought monitoring and management in the countries, and the broad stakeholder engagement can help foster the emergence of effective environmental monitoring coalitions.

The purpose of this paper is two-fold: firstly, it examines the relationship between public agriculture expenditure and agriculture sector growth, and secondly, it examines the heterogeneous effects of expenditure on agriculture growth depending on which subsectors within agriculture receive the investments. The co-integration analysis results offer insights into a number of issues: (i) it is found that agricultural expenditures are important for agriculture sector growth in Malawi, Eswatini (Swaziland) and Zambia and (ii) that within the agricultural sectors, investing in research and development, subsidies, and in neglected areas (livestock, fisheries) alongside crops can expand the agricultural sector more. Policy makers should increase public spending in agriculture but should also emphasize on improving intra-sectoral allocations, targeting areas that create sectoral growth.

Small reservoirs (SRs) are essential water storage infrastructures for rural populations of Sub-Saharan West Africa. In recent years, rapid population increase has resulted in unprecedented land use and land cover (LULC) changes. Our study documents the impacts of such changes on the water quality of SRs in Burkina Faso. Multi-temporal Landsat images were analyzed to determine LULC evolutions at various scales between 2002 and 2014. Population densities were calculated from downloaded 2014 population data. In situ water samples collected in 2004/5 and 2014 from selected SRs were analyzed for Suspended Particulate Matter (SPM) loads, an integrative proxy for water quality. The expansion of crop and artificial areas at the expense of natural covers controlled LULC changes over the period. We found a very significant correlation between SPM loads and population densities calculated at a watershed scale. A general increase between the two sampling dates in the inorganic component of SPM loads, concomitant with a clear expansion of cropland areas at a local scale, was evidenced. Results of the study suggest that two complementary but independent indicators (i.e., LULC changes within 5-km buffer areas around SRs and demographic changes at watershed scale), relevantly reflected the nature and intensity of overall pressures exerted by humans on their environment, and locally on aquatic ecosystems. Recommendations related to the re-greening of peripheral areas around SRs in order to protect water bodies are suggested.

Twelve actual evaporation datasets are evaluated for their ability to improve the performance of the fully distributed mesoscale Hydrologic Model (mHM). The datasets consist of satellite-based diagnostic models (MOD16A2, SSEBop, ALEXI, CMRSET, SEBS), satellite-based prognostic models (GLEAM v3.2a, GLEAM v3.3a, GLEAM v3.2b, GLEAM v3.3b), and reanalysis (ERA5, MERRA-2, JRA-55). Four distinct multivariate calibration strategies (basin-average, pixel-wise, spatial bias-accounting and spatial bias-insensitive) using actual evaporation and streamflow are implemented, resulting in 48 scenarios whose results are compared with a benchmark model calibrated solely with streamflow data. A process-diagnostic approach is adopted to evaluate the model responses with in-situ data of streamflow and independent remotely sensed data of soil moisture from ESA-CCI and terrestrial water storage from GRACE. The method is implemented in the Volta River basin, which is a data scarce region in West Africa, for the period from 2003 to 2012. Results show that the evaporation datasets have a good potential for improving model calibration, but this is dependent on the calibration strategy. All the multivariate calibration strategies outperform the streamflow-only calibration. The highest improvement in the overall model performance is obtained with the spatial bias-accounting strategy (+29%), followed by the spatial bias-insensitive strategy (+26%) and the pixel-wise strategy (+24%), while the basin-average strategy (+20%) gives the lowest improvement. On average, using evaporation data in addition to streamflow for model calibration decreases the model performance for streamflow (-7%), which is counterbalance by the increase in the performance of the terrestrial water storage (+11%), temporal dynamics of soil moisture (+6%) and spatial patterns of soil moisture (+89%). In general, the top three best performing evaporation datasets are MERRA-2, GLEAM v3.3a and SSEBop, while the bottom three datasets are MOD16A2, SEBS and ERA5. However, performances of the evaporation products diverge according to model responses and across climatic zones. These findings open up avenues for improving process representation of hydrological models and advancing the spatiotemporal prediction of floods and droughts under climate and land use changes.

Many regions in Africa and the Middle East are vulnerable to drought and to water and food insecurity, motivating agency efforts such as the U.S. Agency for International Development’s (USAID) Famine Early Warning Systems Network (FEWS NET) to provide early warning of drought events in the region. Each year these warnings guide life-saving assistance that reaches millions of people. A new NASA multimodel, remote sensing–based hydrological forecasting and analysis system, NHyFAS, has been developed to support such efforts by improving the FEWS NET’s current early warning capabilities. NHyFAS derives its skill from two sources: (i) accurate initial conditions, as produced by an offline land modeling system through the application and/or assimilation of various satellite data (precipitation, soil moisture, and terrestrial water storage), and (ii) meteorological forcing data during the forecast period as produced by a state-of-the-art ocean–land–atmosphere forecast system. The land modeling framework used is the Land Information System (LIS), which employs a suite of land surface models, allowing multimodel ensembles and multiple data assimilation strategies to better estimate land surface conditions. An evaluation of NHyFAS shows that its 1–5-month hindcasts successfully capture known historic drought events, and it has improved skill over benchmark-type hindcasts. The system also benefits from strong collaboration with end-user partners in Africa and the Middle East, who provide insights on strategies to formulate and communicate early warning indicators to water and food security communities. The additional lead time provided by this system will increase the speed, accuracy, and efficacy of humanitarian disaster relief, helping to save lives and livelihoods.

Based on primary data from fecal sludge (FS) treatment plants in three West African urban regions (Ouagadougou in Burkina Faso, Greater Accra in Ghana, and Grand Nokou in Benin), FS collection and treatment patterns were analyzed to identify possible scenarios for resource recovery (RR) through FS co-composting. FS collection was analyzed for up to 7 years, in part per day, month and season, as well as FS characteristics to understand peak flows, FS qualities and related variations to plan for appropriate RR technology and capacities. Overall, the FS volumes collected by vacuum trucks were not significantly affected by the calendar days, months or seasons. Commonly assumed increases during rainy months were, for example, only recorded in Ouagadougou. FS composition appeared highly variable with a pronounced difference in total solids between FS collected from households versus institutional sources, likely indicating that institutions are served more frequently. The analyzed treatment plants appear to be exploited beyond their capacity. RR for reuse can turn sludge disposal from a cost into a source of revenue with co-benefits for farmers and the environment, thereby reducing the pressure on tipping fees. The probability of the added co-compost production being financially viable on its own was estimated for all the study sites, indicating an earliest breakeven point after 5 to 8 years.

Climatic variability and change result in unreliable and uncertain water availability and contribute to water insecurity in Africa, particularly in arid and semi-arid areas and where water storage infrastructure is limited. Managed aquifer recharge (MAR), which comprises purposeful recharge and storage of surface runoff and treated wastewater in aquifers, serves various purposes, of which a prominent one is to provide a means to mitigate adverse impact of climate variability. Despite clear scope for this technology in Africa, the prevalence and range of MAR experiences in Africa have not been extensively examined. The objective of this article is provide an overview of MAR progress in Africa and to inform the potential for future use of this approach in the continent. Information on MAR from 52 cases in Africa listed in the Global MAR Portal and collated from relevant literature was analyzed. Cases were classified according to 13 key characteristics including objective of the MAR project, technology applied, biophysical conditions, and technical and management challenges. Results of the review indicate that: (i) the extent of MAR practice in Africa is relatively limited, (ii) the main objective of MAR in Africa is to secure and augment water supply and balance variability in supply and demand, (iii) the surface spreading/infiltration method is the most common MAR method, (iv) surface water is the main water source for MAR, and (v) the total annual recharge volume is about 158 Mm3 /year. MAR schemes exist in both urban and rural Africa, which exemplify the advancement of MAR implementation as well as its out scaling potential. Further, MAR schemes are most commonly found in areas of high inter-annual variability in water availability. If properly planned, implemented, managed, maintained and adapted to local conditions, MAR has large potential in securing water and increasing resilience in Africa. Ultimately, realizing the full potential of MAR in Africa will require undertaking hydrogeological and hydrological studies to determine feasibility of MAR, especially in geographic regions of high inter-annual climate variability and growing water demand. This, supported by increased research to gauge success of existing MAR projects and to address challenges, would help with future siting, design and implementation of MAR in Africa.

We present an evidence-based approach to identify how best to support development of groundwater for smallscale irrigation in sub-Saharan Africa (SSA). We argue that it is important to focus this effort on shallow groundwater resources. We demonstrate and test this proposal at a case study site: Dangila woreda in the northwestern highlands of Ethiopia. This site was selected to allow exploration of a shallow weathered volcanic regolith type aquifer formation which is found to the South of Lake Tana and also exists more extensively across Ethiopia. We believe lessons from this case study are transferable and there is a case for arguing that shallow groundwater represents a neglected opportunity for promoting sustainable small-scale irrigated agriculture in SSA. In comparison with other global regions, the groundwater resources of SSA are among the least understood; borehole records and hydrogeological studies are lacking. Assessments of groundwater resources do exist, but they rely on remotely sensed data combined with modelling at national or regional scale, and they focus on deeper aquifers. There is a need for these broad evaluations to be supplemented by localised and detailed assessments. The case study here presents such an assessment in order to support analysis of strengths, weaknesses, opportunities and threats associated with developing small-scale irrigation utilising shallow groundwater. A multimethod groundwater recharge assessment was conducted utilising formal and community-based monitoring, field investigation and existing published data. Water table recovery tests at existing hand dug wells confirm that well yields of 1 l/s are achievable at the end of the wet season when water would be available to support an additional irrigated crop. Hydraulic conductivity estimates ranged from 0.2 to 6.4 m/d in the dry season and from 2.8 to 22.3 m/day in the wet season. Specific yield estimations have a wider range though the mean value of 0.09 is as would be expected. Records of groundwater levels and rainfall monitored by the local community for the period April 2014 to April 2018 show that all the wells maintained useable water levels beyond the end of the rainy season. An assessment of the hydrology of the Kilti catchment provided insights into groundwater availability within the wider area. The catchment receives about 1600 mm/year of rainfall, of which about 350 mm/year enters the groundwater as recharge, discharging to the river as baseflow with a similar amount of rapid runoff contributing to a total river flow of about 400 mm/year. The lowest value of baseflow is 82% of the mean baseflow, which suggests a degree of buffering and indicates that groundwater is available even in a very dry year. We conclude that arguments previously put forward against the promotion of shallow groundwater use for agriculture in SSA appear exaggerated. Investments in irrigation contribute to poverty reduction and enhance food security. This paper considers irrigation investments more broadly in the context of rural–urban linkages and thus examines rural irrigation schemes and peri-urban and urban agriculture using freshwater, groundwater and wastewater. We present case studies from East, West and Southern Africa, while focusing on the imperative of smallholders and of food security and nutrition. Evidence from Big Data and telecoupling show that, amid global change and sustainability issues, irrigation development strengthens connections between humans and nature with notable benefits to food security. Transforming investments to feed the future generation require priority investments in irrigation, solar energy for groundwater pumping, groundwater development policy, and integration of peri-urban and urban agriculture into food systems. Equally important will be no-regret interventions in wastewater reuse, water storage and groundwater buffer, micro-irrigation, and wholesale reconfiguration of farming systems, through anticipatory investments, to safeguard food security and sustainability into the distant future.

This study attempted to conceptualize the hydrogeological setting of the Hout River Catchment, located in the Limpopo River Basin, using multiple methods that include groundwater flow patterns, structural analysis, stable (18O, 2H and 13C) and radiogenic (14C) isotopes of water and Water Table Fluctuation methods. The hydrogeological system of the catchment is represented by fractured crystalline basement aquifer as the main host for groundwater and is overlain by weathered rocks that act as a vadose zone and shallow aquifer in various places. Groundwater from the fractured basement rocks is the main source of water for large-scale irrigation and domestic use. Potential aquifers in the area are evident within the Hout River granitic gneiss and the Goudplaats granitic gneiss besides the younger granites as a result of fracturing and weathering. Groundwater flow map shows a flow pattern from the southern part of the catchment towards the north-eastern part of the catchment dictated by dolerite dykes and tectonic lineaments that trend in the ENE and E direction (088 and 075) with the dip angle of 50 to 55. The deeper aquifer in the southern and central part of the catchment contain old groundwater with high salinity due to long residence time. The stable isotopes further confirmed the limited possibility of local recharge, with rather dominance of regional groundwater circulation into the catchment. The northern part of the catchment seems to be receiving recent recharge with the groundwater of high 14C content derived from the mountains that border the catchment.

Urbanisation will be one of the 21st centuryapos;s most transformative trends. By 2050, it will increase from 55% to 68%, more than doubling the urban population in South Asia and Sub-Saharan Africa. Urbanisation has multifarious (positive as well as negative) impacts on the wellbeing of humans and the environment. The 17 UN Sustainable Development Goals (SDGs) form the blueprint to achieve a sustainable future for all. Clean Water and Sanitation is a specific goal (SDG 6) within the suite of 17 interconnected goals. Here we provide an overview of some of the challenges that urbanisation poses in relation to SDG 6, especially in developing economies. Worldwide, several cities are on the verge of water crisis. Water distribution to informal settlements or slums in megacities (e.g. N50% population in the megacities of India) is essentially non-existent and limits access to adequate safe water supply. Besides due to poor sewer connectivity in the emerging economies, there is a heavy reliance on septic tanks, and other on-site sanitation (OSS) system and by 2030, 4.9 billion people are expected to rely on OSS. About 62–93% of the urban population in Vietnam, Sri Lanka, the Philippines and Indonesia rely on septic tanks, where septage treatment is rare. Globally, over 80% of wastewater is released to the environment without adequate treatment. About 11% of all irrigated croplands is irrigated with such untreated or poorly treated wastewater. In addition to acute and chronic health effects, this also results in significant pollution of often-limited surface and groundwater resources in Sub-Saharan Africa and Asia. Direct and indirect water reuse plays a key role in global water and food security. Here we offer several suggestions to mitigate water and food insecurity in emerging economies.

This paper presents results of a data partnership framework for strengthening evidence-based planning and implementation that was initiated in 2019 in five selected African countries (Kenya, Malawi, Mozambique, Senegal, and Togo) during the second round of the CAADP biennial review (BR) process. It analyzes the effect of the activities conducted on the data reporting rate and the quality of data reported in the five pilot countries, compared with what was achieved in like-pilot countries. The like-pilot countries are non-pilot countries that have characteristics like the pilot countries at the baseline which affect selection into the pilot or the data reporting and quality outcomes. Different methods (standard deviations, propensity score matching, and two-stage weighted regression) are used to identify the like-pilot countries, and a difference-in-difference method is used to estimate the effect of the pilot activities on the outcomes. The capacity-strengthening activities focused on working with the country Biennial Review (BR) team to: assess the inaugural or 2018 BR process and identify the data gaps; constitute and train members of data clusters to compile and check the data for the 2020 BR; and then validate and submit the data. The findings show that the activities helped the pilot countries to improve their performance in the data reporting rate and the quality of data reported in the 2020 BR. The largest improvement is observed in Togo and Senegal, followed by Kenya and Malawi, and then Mozambique. The average increase in the data reporting rate between 2018 and 2020 BRs for the pilot countries is greater than the average progress made in the like-pilot countries by about 6 to 9 % pts. This derives mostly from improvements in the data reporting rate for the indicators under theme 3 on ending hunger. Regarding the quality of data reported (measured as the percent of the data reported that have issues) too, the pilot countries on average performed better than the like-pilot countries, especially with respect to the data reported under themes 2 on investment in agriculture and 3 on ending hunger. But most of the estimated differences have low or no statistical significance. Implications for sustaining the progress made in the pilot countries, as well as for extending the activities to other countries, for the next rounds of the BR are discussed.

The missing link between cross-sectoral resource management and full-scale adoption of the water-energy-food (WEF) nexus has been the lack of analytical tools that provide evidence for policy and decision-making. This study defined WEF nexus sustainability indicators, from where an analytical model was developed to manage WEF resources in an integrated manner using the Analytic Hierarchy Process (AHP). The model established quantitative relationships among WEF sectors, simplifying the intricate interlinkages among resources, using South Africa as a case study. A spider graph was used to illustrate sector performance as related to others, whose management is viewed either as sustainable or unsustainable. The model was then applied to assess progress towards the Sustainable Development Goals in South Africa. The estimated integrated indices of 0.155 and 0.203 for 2015 and 2018, respectively, classify South Africa’s management of resources as marginally sustainable. The model is a decision support tool that highlights priority areas for intervention.

Endosulfan, a mixture of a- and -isomers, is used by farmers in the wet and dry season for khat and onion production. Khat leaf samples were collected in farmer fields at intervals of 1 h; 1, 5, 9 and 14 d after application. The dissipation rate of a- and -isomers and residue level in khat were compared with residue levels in onion. The extraction was done by using Quick Easy Cheap Effective Rugged and Safe (QuEChERS) method and analyzed by Gas Chromatography – Electron Capture Detector (GC-ECD). Greater residue a- and -isomer endosulfan levels were found in khat compared to onion as khat leaves are sprayed repeatedly in two week. Residue levels of khat exceeded the tolerable EU limit of 0.05 mg.kg-1 for leafy vegetables and herbs. For both raw and processed onion sample a- and endosulfan residues level were below the tolerable of limit EU regulation for bulb vegetables (i.e. 0. 1 mg.kg-1). The mean half-life for the a-isomer of endosulfan was 3.4 d in the wet season and 3.6 d in the dry season whilst that for the -isomer was 5.0 d and 5.4 d respectively. Both isomers dissipated fastest in the wet season under conditions of high humidity and precipitation. The -isomer persisted longer and had a lower dissipation rate from plants surface compared to the a-isomer.

This brief assesses the current state of migration-related policies in Ethiopia, and provides some early recommendations and policy pointers based on work carried out under the AGRUMIG project. In Ethiopia, the scale of migration and its impacts on rural and urban transformations are underestimated and probably increasing. There is a lack of a coherent national migration policy in the country, which is a potential development hindrance. Establishing a national migration policy and improving bilateral arrangements with receiving countries could help Ethiopia reap greater positive impacts from migration and remittance income, including assisting in crucial processes of social transformation in rural areas.

Purpose: The need to increase women’s access to extension has been extensively discussed. This paper assesses women’s access to extension services through the Plantwise extension approach as a baseline for future comparison of women’s access through other extension approaches. It also assesses whether crops that men and women farmers seek plant health advice on are similar or not, and attempts to disperse assumptions that continue to be made about what crops women and men grow. Approach: We analysed data from the Plantwise Online Management System for 13 countries using descriptive and inferential statistics. Findings: We show that the Plantwise extension approach enables higher levels of women’s access than generally reported for agricultural extension, that the crops that women and men seek extension advice on is not gender dependent, and there are few clear distinctions between their crops of interest. Practical implications: There is limited literature studying gender inclusiveness in different extension approaches. The findings add to the documentation of assessing women’s access to demand-driven extension. Theoretical implications: Plantwise is a new extension approach which needs to be assessed from spatial and temporal perspectives to understand whether demand-driven extension enables increased women’s access over time. Originality/value: Extension service provision is often based on assumptions about what crops are being grown. Small studies have challenged these assumptions, but this large dataset enables us to test these assumptions more thoroughly across 13 countries adding to the weight of evidence against the existence of women’s and men’s crops.

Feeding 9 billion people in 2050 will require sustainable development of all water resources, both surface and subsurface. Yet, little is known about the irrigation potential of hillside shallow aquifers in many highland settings in sub-Saharan Africa that are being considered for providing irrigation water during the dry monsoon phase for smallholder farmers. Information on the shallow groundwater being available in space and time on sloping lands might aid in increasing food production in the dry monsoon phase. Therefore, the research objective of this work is to estimate potential groundwater storage as a potential source of irrigation water for hillside aquifers where lateral subsurface flow is dominant. The research was carried out in the Robit Bata experimental watershed in the Lake Tana basin which is typical of many undulating watersheds in the Ethiopian highlands. Farmers have excavated more than 300 hand dug wells for irrigation. We used 42 of these wells to monitor water table fluctuation from April 16, 2014 to December 2015. Precipitation and runoff data were recorded for the same period. The temporal groundwater storage was estimated using two methods: one based on the water balance with rainfall as input and baseflow and evaporative losses leaving the watershed as outputs; the second based on the observed rise and fall of water levels in wells. We found that maximum groundwater storage was at the end of the rain phase in September after which it decreased linearly until the middle of December due to short groundwater retention times. In the remaining part of the dry season period, only wells located close to faults contained water. Thus, without additional water sources, sloping lands can only be used for significant irrigation inputs during the first 3 months out of the 8 months long dry season.

This analysis revisits the decades-old relative deprivation theory of migration. In contrast to the traditional view that migration is driven by absolute income maximization, we test whether relative deprivation induces migration in the context of sub-Saharan Africa. Taking advantage of the internationally comparable longitudinal data from integrated household and agriculture surveys from Tanzania, Ethiopia, Malawi, Nigeria, and Uganda, we use panel fixed effects to estimate the effects of relative deprivation on migration decisions. Using per capita consumption expenditure and multidimensional wealth index as well-being measures, we find that a household’s migration decision is based not only on its absolute well-being level but also on the relative position of the household in the well-being distribution of the community in which it resides. We also discover that the effect of relative deprivation on migration is amplified in rural, agricultural, and male-headed households. Results are robust to alternative specifications including the use of Hausman Taylor Instrumental Variable (HTIV) estimator and pooled data across the five countries. Results confirm that the “migration-relative deprivation” relationship also holds in the context of sub-Saharan Africa. We argue that policies designed to check rural–urban migration through rural transformation and poverty reduction programs should use caution because such programs can increase economic inequality, which further increases migration flow.

The African Water Facility, together with the Water Research Commission, South Africa, as its implementing agent, supported the demonstration project Operationalizing community-led Multiple Use water Services (MUS) in South Africa. As knowledge broker and research partner in this project, the International Water Management Institute (IWMI) analyzed processes and impacts at the local level, where the nongovernmental organization Tsogang Water and Sanitation demonstrated community-led MUS in six diverse rural communities in two of the poorest districts of South Africa, Sekhukhune and Vhembe districts - Ga Mokgotho, Ga Moela and Phiring in the Sekhukhune District Municipality, and Tshakhuma, Khalavha and Ha Gumbu in Vhembe District Municipality. In conventional water infrastructure projects, external state or non-state agencies plan, diagnose, design and prioritize solutions, mobilize funding, and implement the procurement of materials, recruitment of workers and construction. However, this MUS project facilitated decision-making by communities, and provided technical and institutional advice and capacity development. Based on IWMI’s evidence, tools and manuals, the project team organized learning alliances and policy dialogues from municipal to national level on the replication of community-led MUS by water services authorities; government departments of water, agriculture, and others; employment generation programs; climate and disaster management; and corporate social responsibility initiatives. This working paper synthesizes the lessons learned about the six steps of the community-led MUS process in all six communities. The step-wise process appeared to be welcome and effective across the board. The duration of the process and the costs of facilitation, technical and institutional capacity development, and engineering advice and quality control were comparable to conventional approaches. However, the respective responsibilities of the government and communities, also in longer-term co-management arrangements, depended on the type of infrastructure. Some communities were supported to improve their communal self supply systems. In other communities, the process enabled an extension of the reticulation of borehole systems owned, operated and maintained by municipalities. Almost all households used water supplies at homesteads for multiple purposes, underscoring synergies in cross-sectoral collaboration between the water, sanitation and hygiene (WASH) and irrigation sectors.

This working paper reports on the local findings of Ga Mokgotho and Ga Moela villages, which had completed construction works. The paper presents an in-depth analysis from the preproject situation to each of the steps of the participatory process, and highlights the resulting benefits of more water, more reliable and sustainable supplies, and multiple benefits, including a 60% and 76% increase in the value of irrigated produce in Ga Mokgotho and Ga Moela, respectively. Women were the sole irrigation manager in 68% and 60% of the households in Ga Mokgotho and Ga Moela, respectively. The user satisfaction survey highlighted communities’ unanimous preference of the participatory process, capacity development and ownership compared to conventional approaches.

Data exchange in transboundary waters is fundamental to advance cooperative water management. Nonetheless, the degree to which data are shared is not well understood. To gauge this degree, an assessment framework was developed and applied in 25 international river basins. The framework captures the degree to which a set of data parameters is exchanged among countries. A reasonable proportion of surveyed basins exchange some data, but the breadth of such exchange is often limited, and not regular. This paper highlights where data exchange can be improved and provides guidance on how indicators used in global assessment frameworks can motivate this improvement.

Declining water resources in dry regions requires sustainable groundwater management as trends indicate increasing groundwater use, but without accountability. The sustainability of groundwater is uncertain, as little is known about its extent and availability, a challenge that requires a quantitative assessment of its current use. This study assessed groundwater use for irrigated agriculture in the Venda-Gazankulu area of Limpopo Province in South Africa using crop evapotranspiration and irrigated crop area derived from the normalised difference vegetation index (NDVI). Evapotranspiration data was derived from the Water Productivity through Open access of Remotely sensed Actual Evapotranspiration and Interception (WaPOR) dataset (250 m resolution), and irrigated areas were characterised using dry season NDVI data derived from Landsat 8. Field surveys were conducted for four years to assess accuracy and for post-classification correction. Daily ET for the dry season (May to September) was developed from the actual ET for the irrigated areas. The irrigated areas were overlaid on the ET map to calculate ET for only irrigated land parcels. Groundwater use during the 2015 dry period was 3627.49 billion m3 and the irrigated area during the same period was 26% of cultivated land. About 82 435 ha of cultivated area was irrigated using 44 million m3 /ha of water, compared to 186.93 million m3 /ha on a rainfed area of 237 847 ha. Groundwater management is essential for enhancing resilience in arid regions in the advent of water scarcity.

This chapter aims to deepen our understanding of both the conceptual framework of mutual accountability and its best practices in the context of agricultural transformation in Africa. We do so in three ways: documenting the need for and growth of mutual accountability mechanisms over time, discussing how mutual accountability processes contribute to agricultural transformation, and examining the effectiveness of the mutual accountability processes of choice— JSRs and the African agricultural BR. In the next section, we provide a brief review of the origins and theory of mutual accountability as well as its application in African agriculture. Following that, we discuss how mutual accountability is being operationalized through JSRs and the Malabo BR, and the effectiveness of the two processes. The section after empirically assesses the contribution of mutual accountability to agricultural transformation in Africa. The final section provides concluding remarks for driving agricultural transformation through mutual accountability processes.

There is increasing recognition of the need to bring about changes across the full spectrum of agricultural practices to ensure that, in future, food production systems are more diverse, sustainable and resilient. In this context, the objectives of irrigation need to be much more ambitious, shifting away from simply maximizing crop yields to maximizing net benefits across a range of uses of irrigation water, including ecosystems and nature-based solutions. One important way to achieve this is by better integrating fisheries into the planning, design, construction, operation and management of irrigation systems. Irrigation – a major contributor to the Green Revolution – has significantly improved agricultural production worldwide, with consequent benefits for food security, livelihoods and poverty alleviation. Today, irrigated agriculture represents about 21 percent of cultivated land, but contributes approximately 40% of the total global crop production. Many governments continue to invest in irrigation as a cornerstone of food security and rural development. Investments in irrigation often represent a pragmatic form of adaptation to changing climatic conditions. This guide focuses on how to sustainably optimize and broaden the range of benefits from irrigation development - not only economic but also social and environmental benefits. It emphasizes the opportunities that fisheries could provide to increase food production and economic returns, enhance livelihoods and public health outcomes, and maintain key ecosystem services. The guide considers possible trade-offs between irrigation and fisheries, and provides recommendations on how these could be minimized.

With decreasing aquifer levels, increasing groundwater pollution, inequitable access, and generally poor management outcomes, better groundwater governance has been put forward as a recipe to address these challenges worldwide. Existing recommendations focus on improved legal frameworks, monitoring and control of access and abstraction through permits or formal rights. In addition, decentralized water management, enforcement of regulations, and supply-side technological solutions are seen as cornerstone components of good groundwater governance systems. However, until now, these approaches have generally failed to reconcile the fundamental dynamics and properties of groundwater as a natural resource and of governance as a social and political phenomenon. This has caused a disregard for local to planetary boundaries, power dynamics, and intra- and intergenerational inequalities in access to benefits from groundwater. As the current general notion of good groundwater governance is limited, solutions put forward are also partial and do not encompass the wider challenges affecting groundwater governance, in effect replacing sustainable management goals and policy for governance as a process. This paper takes a particular look at the Middle East and North Africa and agricultural groundwater use for irrigation to constructively redefine groundwater governance and fully address the multilayered and multifaceted core challenges of groundwater governance. Equally, the paper puts forward a new conceptual thinking that will help support the effective development of governance-based solutions to achieve sustainable, socially acceptable, resilient and equitable resource use.

There is a proactive interest in recovering water, nutrients and energy from waste streams with the increase in municipal wastewater volumes and innovations in resource recovery. Based on the synthesis of wastewater data, this study provides insights into the global and regional “potential” of wastewater as water, nutrient and energy sources while acknowledging the limitations of current resource recovery opportunities and promoting efforts to fast-track highefficiency returns. The study estimates suggest that, currently, 380 billion m3 (m3 = 1,000 L) of wastewater are produced annually across the world which is a volume fivefold the volume of water passing through Niagara Falls annually. Wastewater production globally is expected to increase by 24% by 2030 and 51% by 2050 over the current level. Among major nutrients, 16.6 Tg (Tg = million metric ton) of nitrogen are embedded in wastewater produced worldwide annually; phosphorus stands at 3.0 Tg and potassium at 6.3 Tg. The full nutrient recovery from wastewater would offset 13.4% of the global demand for these nutrients in agriculture. Beyond nutrient recovery and economic gains, there are critical environmental benefits, such as minimizing eutrophication. At the energy front, the energy embedded in wastewater would be enough to provide electricity to 158 million households. These estimates and projections are based on the maximum theoretical amounts of water, nutrients and energy that exist in the reported municipal wastewater produced worldwide annually. Supporting resource recovery from wastewater will need a step-wise approach to address a range of constraints to deliver a high rate of return in direct support of Sustainable Development Goals (SDG) 6, 7 and 12, but also other Goals, including adaptation to climate change and efforts in advancing “netzero” energy processes towards a green economy.

Floodplains are particularly important in the semi-arid region of the Sub-Sahelian Africa. In this region, water governance is still being developed, often without adequate information and technical capacity for good, sustainable water resource management. However, water resources are being allocated for use with minimal sustainability considerations. Environmental flows (e-flows) include the quantity and timing of flows or water levels needed to meet the sustainable requirements of freshwater and estuarine ecosystems. Holistic regional scale e-flows linked to floodplain management can make a noticeable contribution to sustainable floodplain management. The Inner Niger Delta (IND) in Mali is an example of a vulnerable, socio-ecologically important floodplain in the Sahel region of North Africa that is being developed with little understanding of sustainability requirements. Although integrally linked to the Upper Niger River catchment, the IND sustains a million and half people within the region and exports food to surrounding areas. The flooding of the Delta is the engine of the socio-economic development as well as its ecological integrity. This paper aims to demonstrate the contribution that holistic regional e-flow assessment using the PROBFLO approach has to achieving floodplain sustainability. This can be achieved through the determining the e-flow requirements to maintain critical requirements of the ecosystems and associated services used by local vulnerable human communities for subsistence and describing the socio-ecological consequences of altered flows. These outcomes can contribute to the management of the IND. In this study, the socio-ecological consequences of altered flows have been evaluated by assessing the risk of alterations in the volume, duration, and timing of flows, to a number of ecological and social endpoints. Based on the risk posed to these endpoints by each scenario of change, an e-flow of 58% (26,685 million cubic meters (MCM) of water annually) was determined that would protect the ecosystem and maintain indicator components at a sustainable level. These e-flows also provide sustainable services to local communities including products for subsistence and limit any abnormal increases in diseases to the vulnerable African communities who live in the basin. Relative risk outputs for the development scenarios result in low-to-high-risk probabilities for most endpoints. The future development scenarios include insufficient flows to maintain sustainability during dry or low-flow periods with an increase in zero flow possibilities. Although unsuitable during the low-flow or dry periods, sufficient water is available through storage in the basin to meet the e-flows if these scenarios were considered for implementation. The IND is more vulnerable to changes in flows compared to the rivers upstream of the IND. The rapid expansion of cities in West Africa has implications for urban cropland. This study aimed to assess the dynamics of cropland in West African cities over time and space, to identify key drivers, and to report the effects of changing cropland on farmers and farmers’ resilience strategies. Cities studied were Accra (Ghana), Bamako (Mali), Ouagadougou (Burkina Faso), and Bamenda (Cameroon). Methodology involved multi-temporal spatial analysis of satellite images and farmer surveys. Results showed that the share of urban land covered by cropland differed in these cities, with higher shares in Accra and Bamenda, which included rainfed cultivation. Over the past 15 years, Accra has lost large shares of its farming areas, both in the inner-urban areas as well as in the fringe, whereas loss in Bamenda has been less substantial. In Ouagadougou and Bamako, where only irrigated sites were captured, cropland has shifted to the fringes but increased overall. Key drivers influencing the direction of change were official support of urban farming (or lack thereof), population pressure, and the availability of public open spaces that are not suitable for construction. In cities with decreasing cropland, implications included diminishing individual farm sizes, intensification of remaining sites, cessation of farming in the city, and the shift to other sites, which—apart from the physical availability of land and related resources—depends on social relations and informal rules.

South Africa is ranked among the thirty driest countries in the world, a challenge that is negatively affecting agricultural production. Other challenges such as population growth, rural-urban migration, changing food preferences and drought exacerbate pressure on agricultural water productivity. The review critically assessed the different considerations for increasing agricultural water productivity under water scarce conditions in South Africa. While under these conditions, irrigation may seem an obvious solution to increasing agricultural water productivity as a response to frequent droughts and mid-season dry spells. However, considerations on the availability of water and energy for irrigation expansion and the accessibility of irrigation services to different farming groups in the country. It is generally argued that irrigation is an expensive option and not necessarily readily accessible to most farmers. There are prospects for tapping into South Africa’s groundwater resources but the extent to which they can contribute to expanding area under irrigation is contested given the challenges of quantifying and pumping the water. Most smallholder farmers currently lack access to water, energy, infrastructure and technical skills to irrigate thus making irrigation a challenging option in this sector. An alternative would be to explore rainwater harvesting and soil water conservation technologies, which involve inducing, collecting, storing and conserving runoff water for agriculture. The drawbacks to this are that, apart from scale issues, rainfall is becoming more erratic and droughts more frequent and hence the feasibility of this approach under frequent drought could be challenged.

The main limiting factor impeding the operationalisation of the WEF nexus has been lack of metrics and tools to translate the concept into a fully-fledged operational framework to support policy and decision-making. This study developed a WEF nexus model by (i) defining WEF nexus sustainability indicators, and (ii) calculating composite indices for those indicators to establish numerical relationships among WEF nexus resources using South Africa as a case study. The composite indices show WEF nexus performance as well as monitoring and evaluation of WEF resources management. The indicators were integrated through the Analytic Hierarchy Process (AHP) in a multicriteria decision-making (MCDM). The established quantitative relationships indicate resource utilisation, management and performance through a spider graph to illustrate WEF nexus performance, providing a general overview of the level of interactions, interrelationships and inter-connectedness of resources. The shape of the spider graph is determined by the level of the interdependencies and interactions among the WEF nexus sectors, whose management is viewed either as sustainable or unsustainable depending on the classification of the developed integrated index. The spider graph for South Africa showed an over-emphasis on food self-sufficiency and water productivity at the expense of other sectors. The deformed shape of the spider graph is a demonstration of the sectoral or “silo” approach in resource management. The calculated integrated WEF nexus index of 0.203 for South Africa classified the country under the low sustainability category. The developed model is a decision support tool that provides evidence for interventions in priority areas. The model demonstrates the capabilities of the WEF nexus to evaluate synergies and trade-offs in a systematic and integrated way to increases efficiency and productivity in resource management for sustainable development.

Background: The impact of large dams on malaria has received widespread attention. However, understanding how dam topography and transmission endemicity influence malaria incidences is limited. ; Methods: Data from the European Commission’s Joint Research Center and Shuttle Radar Topography Mission were used to determine reservoir perimeters and shoreline slope of African dams. Georeferenced data from the Malaria Atlas Project (MAP) were used to estimate malaria incidence rates in communities near reservoir shorelines. Population data from the WorldPop database were used to estimate the population at risk of malaria around dams in stable and unstable areas. ; Results: The data showed that people living near (lt; 5 km) large dams in sub-Saharan Africa grew from 14.4 million in 2000 to 18.7 million in 2015. Overall, across sub-Saharan Africa between 0.7 and 1.6 million malaria cases per year are attributable to large dams. Whilst annual malaria incidence declined markedly in both stable and unstable areas between 2000 and 2015, the malaria impact of dams appeared to increase in unstable areas, but decreased in stable areas. Shoreline slope was found to be the most important malaria risk factor in dam-affected geographies, explaining 41–82% (P lt; 0.001) of the variation in malaria incidence around reservoirs. ; Conclusion: Gentler, more gradual shoreline slopes were associated with much greater malaria risk. Dam-related environmental variables such as dam topography and shoreline slopes are an important factor that should be considered in efforts to predict and control malaria around dams.

Groundwater in sub-Saharan Africa supports livelihoods and poverty alleviation1,2 , maintains vital ecosystems, and strongly influences terrestrial water and energy budgets3 . Yet the hydrological processes that govern groundwater recharge and sustainability—and their sensitivity to climatic variability—are poorly constrained4,5 . Given the absence of firm observational constraints, it remains to be seen whether model-based projections of decreased water resources in dry parts of the region4 are justified. Here we show, through analysis of multidecadal groundwater hydrographs across sub-Saharan Africa, that levels of aridity dictate the predominant recharge processes, whereas local hydrogeology influences the type and sensitivity of precipitation–recharge relationships. Recharge in some humid locations varies by as little as five per cent (by coefficient of variation) across a wide range of annual precipitation values. Other regions, by contrast, show roughly linear precipitation–recharge relationships, with precipitation thresholds (of roughly ten millimetres or less per day) governing the initiation of recharge. These thresholds tend to rise as aridity increases, and recharge in drylands is more episodic and increasingly dominated by focused recharge through losses from ephemeral overland flows. Extreme annual recharge is commonly associated with intense rainfall and flooding events, themselves often driven by large-scale climate controls. Intense precipitation, even during years of lower overall precipitation, produces some of the largest years of recharge in some dry subtropical locations. Our results therefore challenge the ‘high certainty’ consensus regarding decreasing water resources4 in such regions of sub-Saharan Africa. The potential resilience of groundwater to climate variability in many areas that is revealed by these precipitation–recharge relationships is essential for informing reliable predictions of climate-change impacts and adaptation strategies.

About 60% of southern Africa’s population lives in rural areas with limited access to basic services and amenities such as clean and safe water, affordable and clean energy, and balanced and nutritious diets. Resource scarcity has direct and indirect impacts on nutrition, human health, and well-being of mostly poor rural communities. Climate change impacts in the region are manifesting through low crop yields, upsurge of vector borne diseases (malaria and dengue fever), and water and food-borne diseases (cholera and diarrhoea). This study applied a water–energy–food (WEF) nexus analytical livelihoods model with complex systems understanding to assess rural livelihoods, health, and well-being in southern Africa, recommending tailor-made adaptation strategies for the region aimed at building resilient rural communities. The WEF nexus is a decision support tool that improves rural livelihoods through integrated resource distribution, planning, and management, and ensures inclusive socio-economic transformation and development, and addresses related sustainable development goals, particularly goals 2, 3, 6 and 7. The integrated WEF nexus index for the region was calculated at 0.145, which is marginally sustainable, and indicating the region’s exposure to vulnerabilities, and reveals a major reason why the region fails to meet its developmental targets. The integrated relationship among WEF resources in southern Africa shows an imbalance and uneven resource allocation, utilisation and distribution, which normally results from a ‘siloed’ approach in resource management. The WEF nexus provides better adaptation options, as it guides decision making processes by identifying priority areas needing intervention, enhancing synergies, and minimising trade-offs necessary for resilient rural communities. Our results identified (i) the trade-offs and unintended negative consequences for poor rural households’ livelihoods of current silo approaches, (ii) mechanisms for sustainably enhancing household water, energy and food security, whilst (iii) providing direction for achieving SDGs 2, 3, 6 and 7.

To ensure that the Biannual Review (BR) process embodies the CAADP/Malabo principles, particularly focusing on Commitment 7 (enhancing mutual accountability for actions and results) of the Malabo Declaration, the African Union Commission (AUC) launched the Inaugural Biennial Review reporting mechanism on the implementation of the Malabo commitments. In line with the above continental commitment on mutual accountability, Zambia implemented the BR process to track progress in the implementation of the CAADP agenda, particularly the 2014 Malabo commitments. The process provided a platform for stakeholders in the agriculture sector (the public sector, private sector, development partners, civil society organizations, academia, and research institutions) to hold each other mutually accountable on both financial and nonfinancial commitments they made toward common development goals for the agriculture sector. The BR process also helped provide a platform for agriculture sector stakeholders to learn from each other (peer learning). The Biennial Review Report (BRR) fosters alignment, harmonization, and coordination among multisectoral efforts and multi-institutional platforms for peer review, mutual learning, and accountability. The objective of this brief is to analyze Zambiaapos;s performance and discuss lessons from the implementation of the inaugural CAADP BR mechanism.

Recent studies have examined the urban metabolism of cities using urban consumption as a proxy for food inflows but very few studies have aimed at quantifying the role of cities as trade hubs and nutrient sinks of their hinterlands. We therefore examined the linkages between food and animal feed supply, their places of production and nutrient flows through the urban system in the two West African cities of Tamale (Ghana) and Ouagadougou (Burkina Faso). Using primary data on food and feed flows, and secondary data to assess the transformation of these flows into nutrient terms, we show that, besides urban consumption, the function of the two study sites as trade hubs significantly determines nutrient flows. In Tamale, gt; 50% of the nutrient inflows was neither consumed nor was lost in situ but left that city again for other destinations. At least 30% of the incoming cereals was stored in the city for later consumption or export. Ouagadougou relied more on imported goods with 40% of N imported from foreign countries compared to Tamale where only 10% of the N was imported, thus contributing to heavier nutrient extraction in remote production areas.

The main objective of this BR brief is to summarize the performance, key issues, and recommendations for improving progress toward agricultural transformation in Zimbabwe. This brief provides recommendations and action items based on Zimbabwe’s performance in the inaugural BR mechanism to help the country improve its domestication and implementation of the Malabo Declaration commitments. In addition, recommendations are shared to help the country strengthen mutual accountability to actions and results, ultimately contributing to improving the country’s progress towards achieving the Malabo targets by 2025.

This BR brief shows that Lesotho was not on track to meet the Malabo Declaration targets for 2025. Three commitments were on track: recommitment to CAADP, boosting intra-Africa trade in agriculture, and mutual accountability for action and results, while the others were not on track. Lesotho was on track on 6 of the 43 indicators, highlighting the substantial efforts required to implement the commitments of the Malabo Declaration and national priorities in the agriculture sector. This brief summarizes the performance, key issues, and recommendations for Lesotho from the inaugural BR report to help improve and strengthen the country’s efforts to domesticate and implement the commitments of the Malabo Declaration within its own national agricultural investment plan and strategy.

The objective of this brief is to analyze Eswatini’s performance and discuss lessons from the implementation of the inaugural CAADP BR mechanism. Based on the results, recommendations are proposed for strengthening mutual accountability and performance of the agriculture sector in Eswatini. The analysis is based on results of the Africa Agriculture Transformation Scorecard (AATS) that was presented to African Heads of State and Government in January 2018. Additional information for the analysis came from technical notes in Eswatini’s BR report. Furthermore, experiences and lessons from continental and regional engagements in the implementation of the BR process were also integrated in the analysis.

The United Nations 2030 Agenda for Sustainable Development promises to achieve change in almost every aspect of life on Earth. Encompassing 17 Sustainable Development Goals (SDGs) and 169 targets, the Agenda marks the first time in history when all nations have agreed on how to chart their future. The SDGs are not just a global reporting exercise, however, but rather involve a global program that embraces country-led efforts. Guided by the ideas contained in the 2030 Agenda, each nation must seek to become more prosperous and sustainable, while contributing to the global effort at the same time. If all the countries achieve this, we will have a sustainable planet and a secure future for all. This document offers guidance on how developing countries can adapt the SDGs to their own contexts and priorities. It indicates important areas for developing countries to consider when creating their own program to achieve the SDGs, and provides examples of success to demonstrate concrete possibilities for progress.

Small reservoirs are a critical coping mechanism in water-stressed rural areas in Africa, providing immense livelihood benefits that include improved food and water security, entrepreneurial activities and climate resilience. Challenges associated with the implementation of investments in small reservoirs include appropriate site selection, weak institutions, insufficient maintenance and sedimentation. The findings from this study suggest that the benefits of small reservoirs may be tapped more efficiently by rehabilitating old sites rather than building new infrastructure. However, the findings also point to broader lessons on the need to change the way of doing business, i.e., to adopt a long-term, more holistic approach (or model) to the construction and maintenance of small reservoirs that matches the degree of the challenge associated with sustainably tapping the benefits of the water that they store.
